Executive Summary
The City of San Bernardino receives annual formulary grant funds for the Homeland Security Grant Program (HSGP). For Fiscal Year 2024, the City has been awarded $59,941. The Police Department will use the funds to support projects that enhance its ability to prevent and respond to terrorism-related events.
Background
The City of San Bernardino participates in the HSGP which provides funding to state, local, tribal, and territorial jurisdictions to prevent, protect against, mitigate, respond to, and recover from acts of terrorism or other threats. The Police Department administers the grant on behalf of the City and uses the funding to enhance the City’s terrorism- prevention and emergency-response capabilities. Previously awarded funds have been utilized for security-enhancement initiatives, including the installation of security cameras, the installation of a security gate, and the deployment of automated license plate readers. As a sub-recipient of San Bernardino County, the City receives an annual formula allocation of HSGP funds, less a 5% administrative fee retained by the County. For the Fiscal Year 2024 award cycle, the City has been awarded $59,941.
In July 2025, the City appropriated Fiscal Year 2023 HSGP funds totaling $48,395.
Pursuant to Resolution No. 2025-298, Section 9, donations and grants received during the fiscal year exceeding $100,000 per source or grantor require City Council approval.
Because the previously appropriated amount combined with the current FY 2024 HSGP allocation exceeds this threshold for the same grantor, formal City Council acceptance is required.
Discussion
This item is being presented to the Mayor and City Council to formally accept the awarded funds and authorize the necessary budget adjustments. The grant operates on a reimbursement basis and will be used for projects that support homeland security preparedness, response, mitigation, and recovery. For the current grant cycle, the City intends to utilize the awarded funds for the acquisition of portable security cameras.
The grant performance period runs from September 1, 2024, through March 31, 2027. 2021-2025 Strategic Targets and Goals
