Executive Summary
In September 2024, Governor Newsom signed Assembly Bill 98 (AB 98) into law, establishing statewide warehouse design and build standards and requiring cities to adopt designated truck routes by amending the Circulation Element of their General Plans before January 1, 2026. The first reading for Ordinance No. MC – 1657 was introduced to the Mayor and City Council at the December 3, 2025 hearing.
Background
On December 3, 2025, the City Council considered Ordinance No. MC – 1657 and Resolution No. 2025-393 to establish Citywide truck routes. The City Council unanimously approved the first reading for Ordinance No. MC – 1657 and continued the adoption of Resolution No. 2025-393 to December 10, 2025. Resolution No. 2025- 393 establishes the General Plan truck routes, while Ordinance No. MC-1657 amends the Municipal Code to include a reference to those General Plan truck routes.
Discussion
On December 3, 2025, the Mayor and City Council introduced and approved Ordinance No. MC – 1657 to amend the Municipal Code to include a reference to the General Plan truck routes. Ordinance No. MC – 1657 will become effective thirty (30) days after the second reading. The City Council also recommended modifications to Truck Route Map presented to them at the December 3rd meeting. Based on those 3 1

recommendations, modifications have been made to the Truck Route Exhibit reflecting City Council recommendations. Those modifications were presented to the City Council at a special meeting held on the 10th of December.
Specifically, Council requested to see how the City’s Truck Routes align with truck routes from adjacent jurisdictions and the county. The presented Truck Route Map shows the truck routes from the cities of Highland, Rialto, Colton, Loma Linda, and the county.
Also, the revised map shows the following deleted routes:
1. S. Valley View Avenue
2. S. E Street
3. W. Mill Street between S. Mount Vernon Avenue and the 215 Freeway
4. S. Sierra Way between E. Mill Street and W. Rialto Avenue
5. W. Rialto Avenue between E. Mill Street and S. Waterman Avenue
6. E. Baseline Road from the City’s westerly boundary to Del Rosa
7. E. 9thStreet between N. Waterman Avenue and Del Rosa 2021-2025 Strategic Targets and Goals
Once established, the proposed truck routes align with Goal 4. Economic Growth and Development as it updates the General Plan and the Municipal Code. The proposed truck routes will create an economic benefit to the commercial/industrial businesses in the City and, at the same time, protect the health and safety of the community by limiting trucks to routes designated as truck routes.
Fiscal Impact
City will install signage as required by AB98. Engineering staff have completed a preliminary cost estimate for these signs in the amount of $75,000. The Commercial Enforcement Unit of the Police Department will be monitoring the impact of adoption of truck routes on staffing and will determine whether additional resources will be required.
Conclusion
It is recommended that the Mayor and City Council of San Bernardino, California, adopt Ordinance No. MC – 1657 approving Municipal Code Amendment to Title 10, Article I, Chapter 10.24, adding Section 10.24.195 to adopt Citywide Truck Routes (Attachment 1).
