Versalift forestry truck through a cooperative purchase with National Auto Fleet Group utilizing Sourcewell Contract No. 032824-NAF in the amount of $370,496.74. The truck will replace two aging diesel-powered vehicles currently in use by the Forestry Division and will be funded through AB2766 Air Quality funds set aside for clean air vehicle acquisitions.

Background
The City's Operations & Maintenance Division maintains trees across public corridors, medians, parks, and other City-owned landscapes. Forestry trucks are essential equipment for tree trimming, removals, emergency storm response, and mitigation of hazards such as fallen limbs and debris.

The existing forestry trucks supporting these tasks have reached the end of their useful life. They experience frequent mechanical issues, extended downtime, and escalating maintenance costs that disrupt daily forestry operations. Two diesel-powered forestry trucks, in particular, are no longer safe or viable and must be removed from the fleet.

The City’s Purchasing Policy and Public Contract Code Section 10298(a) allow the use of cooperative procurement contracts when they provide clear operational and financial benefit. Cooperative agreements offer competitive, pre-negotiated pricing and reduce administrative delays associated with issuing a new bid.

Discussion
Public Works has identified the need for a modern forestry truck configured with an aerial lift and safety features appropriate for the Division’s workload. The Freightliner 114SD Plus chassis paired with the Versalift VO-256-REV forestry body meets the City’s operational, technical, and safety requirements for tree maintenance and emergency response.

This single truck will replace two existing diesel forestry trucks that will be permanently removed from service and auctioned. The new unit is expected to improve crew efficiency, increase reliability, and enhance the safety of field operations.

National Auto Fleet Group, an authorized Sourcewell vendor, provided a quote for the exact configuration required by the City.

This purchase is being made under Sourcewell Contract No. 032824-NAF, which was competitively solicited and awarded through a nationally recognized cooperative procurement program. The City’s Purchasing Policy permits the use of cooperative contracts when they satisfy competitive purchasing requirements and are determined to be in the City’s best interest.

The Exempt Purchase Justification Form confirms that the Sourcewell agreement meets all criteria for cooperative procurement and that National Auto Fleet Group is the authorized distributor.

The forestry truck will be funded through the AB2766 Air Quality Fund which supports efforts to reduce air pollution through clean-air fleet replacement. The selected truck configuration qualifies for this funding because it replaces older diesel vehicles with cleaner, more efficient equipment.

No General Fund dollars are required for this acquisition. Sufficient budget exists within the current fiscal year AB2766 Air Quality Funds.

Utility Crane & Equipment (UCE) includes a supplier-driven price escalation clause in its quotation due to ongoing increases in labor, materials, and freight costs tied to national supply chain constraints. Under this clause, UCE may adjust pricing for any individual part or component that rises more than 1.5 percent prior to final assembly or delivery, provided that supporting documentation is submitted. UCE also indicates that delivery schedules may be impacted by supplier delays outside of their control.

Because this escalation provision is incorporated into the purchase agreement and supersedes conflicting language, staff recommend including a contingency allowance to ensure the City can comply with these terms without delaying the purchase of the forestry truck. Based on current cost projections, an additional 5% or $18,524.84 may be required above the Not-to-Exceed amount of $370,496.74. Approval will allow the City Manager to increase the purchase order and amend the contract, if needed, to accommodate verified cost increases in accordance with UCE’s pricing conditions, bringing the not-to-exceed amount of the contract to a total of $389,021.58.

Failure to proceed with this purchase would significantly hinder the Operations and Maintenance Division’s ability to maintain the City’s urban forest, respond to emergencies, and conduct routine trimming and debris removal. 2021-2025 Strategic Targets and Goals
This purchase supports Strategic Goal No. 3c: Improved Quality of Life, Constantly evaluating public safety service delivery models to enhance the quality of service.

Replacing outdated diesel equipment with a clean fuel forestry truck enhances the City’s ability to provide reliable and environmentally responsible services. This investment promotes cleaner operations, improves air quality, and supports the City’s commitment to maintaining safe, attractive, and well-serviced public spaces for the community.
