Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino, California, receive and file the City of San Bernardino Municipal Water Department Annual Comprehensive Financial Report and Single Audit on Federal Awards.

Executive Summary
The City of San Bernardino Municipal Water Department’s Annual Comprehensive Financial Report (ACFR) and Single Audit Report on Federal Awards for the fiscal year ended June 30, 2025, is presented to the Mayor and City Council to receive and file.
Background
Section 603(e) of the City of San Bernardino Charter requires that the Water Board provide for an “annual, independent audit of all water and wastewater accounts” and that “copies of all auditors’ reports shall be filed with the City Clerk and Council.” The audit firm of Lance Soll & Lunghard LLP (LSL) completed the Water Department’s annual audit and produced the attached ACFR and Single Audit Report for the fiscal year ended June 30, 2025.
The ACFR summarizes the Department's financial activities, with LSL providing an unmodified opinion on the report. Notably, both the Water and Sewer enterprise funds have reported a positive net income after capital contributions.
