Executive Summary
Public Works is seeking approval of an administrative correction to the existing Maintenance Services Agreement with Cal Stripe, Inc. for street striping and pavement marking services. The contract was originally approved on February 21, 2024, with a not-to-exceed (NTE) amount of $420,000.00 for the initial annual term through June 30, 2025, with four one-year option renewals available under the agreement.

The requested amendment does not increase the annual cost of services and does not require additional funding per year. This action simply corrects the contract’s cumulative NTE to reflect the full five-year term. All services under this agreement are fully funded through the adopted CIP project, Signing & Striping which includes an annual allocation for striping services.

Background
The City of San Bernardino maintains an extensive roadway network that includes approximately 569 miles of roadway segments, more than 1,300 lane miles, over 1,200 crosswalks, and numerous parking lots and public facilities. These locations require ongoing pavement striping and marking to ensure visibility, guide vehicle and pedestrian movements, support traffic safety, and meet state and federal standards for roadway operations. Regular maintenance of pavement markings is essential, as traffic volumes, weather conditions, and wear over time cause striping to fade and lose reflectivity.

On February 21, 2024, the City Council approved a Maintenance Services Agreement with Cal Stripe, Inc., which provides the City with the professional services, equipment, and materials necessary to perform thermoplastic striping, painted markings, curb painting, pavement legend installation, and related traffic control markings throughout the City. These services are critical for maintaining safe transportation conditions, reducing collision risks, enhancing mobility, and responding promptly to maintenance needs across the City’s large roadway system.

Discussion
The Maintenance Services Agreement with Cal Stripe, Inc., for the provision of street striping and pavement marking services authorized a purchase order in the amount of $420,000.00 for the initial contract period. The agreement includes four one-year option years, allowing for continued service at the City’s discretion. Under the terms of the agreement, the not-to-exceed amount should have represented the maximum amount to be paid over the course of the entire contract, including all option years.

However, the amount listed in the executed agreement reflected the annual allocation only. As a result, a correction is necessary to increase the not-to-exceed value to $2,100,000.00, based on the annual allocation of $420,000.00 multiplied by the five- year maximum contract duration.

The Amendment No 1 requested is administrative and does not modify the scope of work, the term of the agreement, or the annual not-to-exceed funding level. The amendment simply clarifies the total contract value and ensures that the cumulative not-to-exceed amount accurately reflects the full five-year term authorized by the original agreement. No additional budget appropriation is required, as striping work performed under this agreement is funded through the Signing and Striping Capital Improvement Project, which includes recurring annual allocations designated for these services. Approval of this amendment also allows the City to exercise the option years without the need for further administrative correction. 2021-2025 Strategic Targets and Goals
The project supports Strategic Target 3c, Improve Quality of Life, which emphasizes enhancing the quality of public safety services. Clear and well-maintained pavement markings improve traffic operations, enhance pedestrian safety, and support a safer transportation network.

Fiscal Impact
There is no fiscal impact associated with this amendment because annual allocation remains the same. The annual allocation was previously approved by the City Council. Funding for all services performed under the Maintenance Services Agreement is included in the Signing and Striping Capital Improvement Project for fiscal year 2025–26, and funding will continue to be programmed annually for future years as required. No additional General Fund or Gas Tax funds are required for this amendment.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:

1. Approve Amendment No. 1 to the Maintenance Services Agreement with Cal Stripe, Inc. to increase the not-to-exceed amount from $420,000.00 to $2,100,000.00, clarifying that the total contract value reflects the cumulative amount for the full five-year term, including the initial term and all four option years, as authorized under the Original Agreement; and

2. Authorize the City Manager to execute all related documents necessary to effectuate this amendment.
