Executive Summary
The City entered into a Professional Services Agreement with Next Practice Partners, LLC on January 18, 2023, to prepare the Parks Master Plan in the amount of $997,400, with a contract term ending December 31, 2024. Amendment No. 1 provides a time only extension to the agreement through June 30, 2026. No changes to the scope or cost are proposed, and the project continues to use the same funding allocations previously approved, $350,000 from the Cultural Development Fund and $750,000 from the Measure S Fund, with no additional fiscal impact.

Background
The City of San Bernardino is a diverse community with a broad range of recreational needs supported by more than 30 parks, trails, greenways, community centers, athletic facilities, and senior service locations.

Parks Master Plans are typically updated on a ten-year cycle to ensure that park facilities, programming, and long-term investments align with community needs and operational priorities. The City’s previous Parks Master Plan was last updated in 2008.

To address current and future needs, the City Council approved a Professional Services Agreement with Next Practice Partners, LLC on January 18, 2023, to prepare a comprehensive update to the Parks Master Plan.

The project was funded with $350,000 in Cultural Development funding and an additional $750,000 in Measure S funding, for a total project budget of $1,100,000.00.

Work on the Parks Master Plan began in early 2023.

Discussion
Next Practice Partners, LLC has been actively engaged in development of the Parks Master Plan and has demonstrated a strong understanding of the City’s park system, operational needs, and long-term goals. The consultant has facilitated coordination with City staff, conducted community outreach, and completed technical analysis necessary to support a comprehensive and data-driven planning effort.

During the development of the Parks Master Plan, the City has also been advancing numerous park improvement and capital projects. As a result, completion of the final plan has extended beyond the original contract term.

The proposed amendment addresses an administrative oversight in aligning the original contract expiration date with the actual duration of the planning process.

Throughout this period, the consultant has remained responsive and has continued to work collaboratively with City staff to advance the project.

Amendment No. 1 extends the contract term from December 31, 2024, through June 30, 2026. The amendment does not increase the total contract amount and does not modify the approved scope of services. The remaining balance owed to the consultant is $98,139.00, which will allow completion of final coordination, workshops, documentation, and delivery of the Parks Master Plan.

Maintaining continuity with the existing consultant preserves institutional knowledge, avoids unnecessary delays, and supports completion of a high-quality Parks Master Plan that will guide future park investments and policy decisions. 2021-2025 Strategic Targets and Goals
Approval of this action supports Key Target No. 3: Improved Quality of Life. Completion of the Parks Master Plan will provide a strategic framework for enhancing park facilities, improving recreational opportunities, and guiding future capital investments throughout the City.

Fiscal Impact
There is no General Fund impact associated with this action. Funding for the Parks Master Plan was previously adopted in the amount of $1,100,000.00, consisting of $350,000 from the Cultural Development Fund and $750,000 from Measure S.

Measure S funds in the amount of approximately $200,739 remain available within the project budget. Of this amount, $98,139.00 is required to complete the consultant’s remaining work under the existing agreement. No additional appropriations are required.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:

1. Approve Amendment No. 1 to the Professional Services Agreement with Next Practice Partners, LLC to renew and extend the contract term for preparation of the City of San Bernardino Parks Master Plan through June 30, 2026; and,

2. Authorize the City Manager, or designee, to execute Amendment No. 1; and

3. Authorize the Interim Director of Management Services to establish a purchase order for the remaining contract balance in an amount not to exceed $98,139.00.
