RESOLUTION NO. 2026-004
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE AMENDMENT OF THE FY 2025-2026
CAPITAL IMPROVEMENT PROGRAM TO REALLOCATE
MEASURE I FUNDS IN THE AMOUNT OF $1,135,945.42
FROM THE STREET IMPROVEMENTS
(REHABILITATION) CITY WIDE AT 50 LOCATIONS TO
BE CONSTRUCTED IN PHASES PROJECT (SS25 -001) TO
THE CONSTRUCTION OF A RAISED MEDIAN ISLAND
ALONG KENDALL DRIVE BETWEEN H STREET AND E
STREET PROJECT.
WHEREAS, on June 4, 2025, the Mayor and City Council adopted the FY 2025- 2026 Capital Improvement Program (CIP), which included the Street Improvements (Rehabilitation) City Wide at 50 Locations To Be Constructed in Phases Project (SS25- 001), funded in part by Measure I; and
WHEREAS, the Construction of a Raised Median Island Along Kendall Drive Between H Street and E Street Project (the “Project”) is a corridor improvement project intended to enhance traffic safety, access management, and roadway operations along a major arterial roadway serving multiple City wards; and
WHEREAS, bids for the Project were received and the lowest responsive and responsible bid exceeded the originally programmed construction funding; and
WHEREAS, sufficient Measure I funds are available within SS25-001 to support a partial reallocation without eliminating the ability to deliver street improvement locations through phased implementation; and
WHEREAS, staff recommends reallocating a portion of the Measure I funds, in the amount of $1,135,945.42 from SS25- 001 to fully fund the Project and allow construction to proceed within the current fiscal year; and
WHEREAS, the reallocation of Measure I funds requires an amendment to the FY 2025- 2026 Capital Improvement Program; and
WHEREAS, this action is a fiscal and administrative activity and does not constitute a project under the California Environmental Quality Act (CEQA).
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The City Council hereby authorizes the reallocation of $1,135,945.42 in Measure I funds from the Street Improvements (Rehabilitation) City Wide at 50 Locations To Be Constructed in Phases Project (SS25- 001) to the Construction of a Raised Median Island Along Kendall Drive Between H Street and E Street Project.
SECTION 2. The Director of Finance & Management Services is hereby authorized to amend the FY 2025-2026 Capital Improvement Program to reflect the Measure I fund reallocation described in Section 1 of this Resolution.
SECTION 3. This action is not subject to the California Environmental Quality Act (CEQA) because it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment, pursuant to Section 15061(b)(3) of the CEQA Guidelines.
SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held to be invalid, such invalidity shall not affect other provisions or applications of the Resolution that can be given effect without the invalid provision or application.
SECTION 5. Effective Date. This Resolution shall become effective immediately upon adoption.
