rehabilitate and improve the parking area. The Project consists of resurfacing and re- striping the parking lot, upgrading ADA access and performing minor drainage and lighting improvements necessary to bring the facility up to current standards and enhance public access. The Project is funded through Measure S allocations as adopted in the FY 2025–2026 Capital Improvement Program.
Background
The Rowe Branch Library, located at 108 E Marshall Blvd, San Bernardino, CA 92404 (Ward 7), serves as a vital community resource providing educational and cultural programs to local residents. The library’s parking lot, which accommodates daily visitors and staff, has experienced extensive surface wear over time due to weather exposure and frequent use.
The existing asphalt pavement exhibits cracking, rutting, and uneven areas that create trip hazards and drainage issues. In addition, the existing driveway approaches and ADA markings no longer meet current Americans with Disabilities Act (ADA) standards.
Several lighting fixtures have also deteriorated, resulting in reduced illumination and potential safety concerns for evening visitors.
To address these deficiencies, City staff developed the Rowe Library - Parking Lot Surfacing Project to restore the facility’s parking area to a safe and functional condition.
The Project includes new asphalt paving and re-striping, removal and replacement of existing driveway approaches, installation of ADA-compliant signages, striping, and markings, and improvements to the accessible path of travel from the parking area to the building’s ramp. The work also includes water-jetting two (2) drop inlets to improve drainage performance and replacing the lighting bulbs and globes to enhance nighttime safety and visibility. These improvements will extend the life of the pavement, improve drainage, ensure compliance with ADA accessibility standards, and enhance the overall safety and appearance of the library facility.
On June 04, 2025, the Mayor and City Council reviewed and approved funding for this Project, which was adopted as part of the FY 25/26 budget under Measure S, with an allocated budget of $250,000. This funding was allocated to address the needed improvements to the Rowe Library - Parking Lot Surfacing Project.

Environmental Impact
The Project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15302, Replacement or Reconstruction (“Class 2”). The Class 2 exemptions allow for the replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Here, the Project involves minor improvements and reconstructing the parking facility located on the same site.
The City has also considered whether the proposed Project is subject to any exception to the Class 2 exemption, as set forth in State CEQA Guidelines section 15300.2. No exception applies for the following reasons:

resources within a state scenic highway.
e) The Project is not located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code. f) The Project site does not contain a historical resource. 2 4
