Executive Summary
This item requests City Council approval for a technical budget amendment to carry forward $4,172,551.87 in unspent ERP project funds from FY 2025/26 into the FY 2025/26 Operating Budget. The funds were previously appropriated by Council but were inadvertently not carried over during the carryover process. Approval of this item aligns the FY 2025/26 budget with prior Council authorization and ensures sufficient funding to support ongoing ERP and Land Management System (LMS) implementation, including approved supplemental staffing needs. This action does not increase overall project cost, does not require new funding, and has no impact on the General Fund.
Background
In Fiscal Year (FY) 2024/25, the Information Technology Department was appropriated $6,864,591.87 for the Enterprise Resource Planning (ERP) project under the professional contractual services account, as previously approved by City Council.
During FY 2024/25, $692,040.00 of this appropriation was expended, leaving an unspent balance of $6,172,551.87 at year-end. When the FY 2025/26 Operating Budget was adopted, $2,000,000 of ERP funding was already included. In Fiscal Year (FY) 2024/25, the Information Technology Department was appropriated $6,864,591.87 for the Enterprise Resource Planning (ERP) project under the professional contractual services account, as previously approved by City Council.
Due to an administrative oversight during the budget transition process, the carryover request for this remaining $4,172,551.87 was not submitted, and the funds were not included in the FY 2025/26 amended budget. This item corrects that omission by formally carrying forward the unspent balance, ensuring continuity of funding for ongoing ERP and Land Management System (LMS) implementation activities.
Discussion
Approval of this item will amend the FY 2025/26 Operating Budget to increase expenditure appropriations by $4,172,551.87, representing the un-carried portion of previously approved ERP funds from FY 2024/25.
This action is a technical correction only. It does not authorize new spending beyond prior Council approvals, does not expand the scope of the ERP project, and does not require additional revenue sources. The amendment ensures that budgetary authority aligns with the City’s existing contractual obligations and planned implementation timeline, including approved supplemental staffing necessary to support ERP and LMS deployment.
Without this correction, the current FY 2025/26 budget understates available ERP project funding and limits the City’s ability to execute work already authorized. 2021-2025 Strategic Targets and Goals
This action supports Strategic Goal 3: Improved Quality of Life, by advancing the goal to develop a customer service initiative through the implementation of Enterprise Resource Planning and Land Management Systems that streamline City operations and improve customer service.
Fiscal Impact
There is no impact to the General Fund. The proposed budget amendment increases FY 2025/26 expenditures by $4,172,551.87, fully funded by the carryover of unspent ERP project appropriations from FY 2024/25. No additional revenues or fund transfers are required.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the Director of Finance & Management Services to amend the Fiscal Year (FY) 2025/26 Operating Budget to increase expenditures by $4,172,551.87, reflecting the carryover of unspent Enterprise Resource Planning (ERP) funds from the Fiscal Year 2024/25.
