Executive Summary
CalPERS routinely audits contributions made by member agencies against the agency’s publicly available salary schedule adopted by a governing body which covers the audited time period. Discrepancies in these figures, if not reconciled could negatively impact an employee’s benefit calculations at the time of retirement.
Background
In August, 2025 Human Resources staff was contacted by representatives from CalPERS regarding discrepancies between reported salaries and the approved salary schedules in force at the time of reporting. Through conversations with CalPERS, staff identified one (1) salary schedule effective 7/1/2022 that requires administrative corrections to be approved and adopted by Council. For the period of 7/1/2022- 6/30/2023 the published salary associated with the City Clerk and the Chief of Police 3 1

classifications were incorrect. While the salary reported to CalPERS for the City Clerk was $11,793.00, the salary was published as a 21-step range as follows:
Step 1: $10,590.00 Step 2: $10,695.90 Step 3: $10,802.86 Step 4: $10,695.90 Step 5: $11,020.00 Step 6: $11,130.20 Step 7: $11,240.50 Step 8: $11,353.91 Step 9: $11,467.45 Step 10: $11,582.13 Step 11: $11,697.95 Step 12: $11,814.93 Step 13: $11,933.08 Step 14: $12,052.41 Step 15: $12,172.93 Step 16: $12,294.66 Step 14: $12,417.61 Step 18: $12,541.78 Step 19: $12,667.20 Step 20: $12,793.87 Step 21: $12,873.00 Second, the salary of the Chief of Police was reported as $27,814.58, however the published salary schedule reflected the maximum salary as $23,888.02.
On January 21, 2026 Council approved the salary schedule for Part-Time, Temporary, and Seasonal Positions effective 1/1/2026 which reflected changes to salaries affected by the 2026 minimum wage increase, and other classifications where compaction was identified. The recently approved salary schedules effective 1/1/2026 and 1/5/2026 require administrative corrections to the salaries of the Recreation Leader (PT) and Senior Recreation Leader (PT), which received compaction adjustments as a result of the 2026 minimum wage increase as follows:
Classification: From: To:
Recreation Leader (PT) $16.96 – $20.61/hr $17.98 – 21.86/hr Senior Recreation Leader (PT) $17.74 – $21.56/hr $18.62 – 22.64/hr Discussion
The salary schedule effective 7/1/2022 has been corrected to reflect the salaries reported to CalPERS for the City Clerk and Chief of Police. The salary schedule for Part-Time, Temporary, and Seasonal Positions effective 1/1/2026, and the Citywide Salary Schedule for Full-Time, Part-Time, Temporary, and Seasonal Positions effective 1/5/2026 have been corrected to reflect the salaries adjusted for compaction as identified above.
2021-2025 Strategic Targets and Goals
The administrative correction to publicly available salary schedules aligns with Goal No. 2: Build a culture that attracts, retains, and motivates the highest quality talent by ensuring that published salaries correspond with contributions made to CalPERS on behalf of our employees, and that there is a clear monetary distinction between classifications based on their duties, responsibilities, and complexity of work.
Fiscal Impact
The fiscal impact of the correction to the Part-Time, Temporary, and Seasonal Salary Schedule effective 1/1/2026 is $12,738.00. There is no fiscal impact related to other corrections.
