EXPERIENCE AND TECHNICAL COMPETENCE
11RSM Design | Engineering + 925.217.6620 + rsm-de.com Existing Facility Evaluation and Renovation
RSM assists its clients in making informed decisions regarding options for their facility. We work with communities and private sector clients for the purpose of extending or enhancing the life and revenue stream of an existing facility. The first step in this process is to evaluate the existing facility’s strengths, weaknesses, and options.
From swimming pool energy conservation to potential pool deck-related failures and unique historical restoration issues, owners need flexible, customized, cost-effective solutions to maintain safe and efficient pool operations.
Whether your swimming pool is for public use, recreation, or competition, you are consistently faced with maximizing efficiency, conserving energy, and improving existing design and installation situations. In some cases, owners elect to preserve community history by restoring a swimming pool to its original design while updating it to current codes.
RSM’s knowledge and experience includes these types of restoration projects.
Owners often find their existing pools are over-programmed and/or undersized. New aquatics facilities must have flexibility to accommodate as many different users as possible, from child swim lessons to senior water aerobics classes to competitive club team practices and events. Temperature, depth, and flexible zones within each body of water are keys to a cost-efficient, fully functional aquatics facility.
RSM’s aquatic design, structural, and electrical engineering services provide you a depth and breadth of experience essential to finding appropriate solutions to all design challenges.
Our aquatics work is performed within this larger context to ensure the long-term integrity of your new or existing swimming pool project. Our in-house expertise also provides an added level of assurance that architectural and engineering design by the project team is fully coordinated to meet the needs of an indoor or outdoor aquatic facility.
The City of El Cerrito recently completed a swimming pool resurfacing project with RSM.

EXPERIENCE AND TECHNICAL COMPETENCE
FACILITY RENOVATION
Programming and Concept Design
RSM is experienced in and conversant with programming and planning of swimming pool facilities for both recreational and competitive use. We work with our clients to create a plan that enhances and optimizes our clients’ vision and goals. The initial planning process for a swimming pool facility is perhaps the most important phase in determining the future success of the project. We assist our clients in evaluating the site and use our experience in the programming and master planning of swimming pool facilities to establish objectives to optimize end-user benefits. We meet with the client and involved parties, educate them in the new trends in recreational swimming and provide knowledge in the requirements for competitive sports between the various governing bodies for swimming, water polo, diving, and synchronized swimming. The outcome of these meetings provides clear direction for the development of the project, and is the first step in capturing community and user group involvement for its future success.
Programming and Concept Design
Once programming requirements have been addressed, we work within the project budget parameters to transform concepts into design documents. We evaluate geological and topographic conditions, as well as existing or planned utility infrastructure. We then provide swimming pool circulation, filtration and sanitization system design, as well as structural engineering of the swimming pool shell. Construction documents and specifications are prepared utilizing the latest in AutoCAD and REVIT technology as part of our design services. Coordination with local governing jurisdictions at the early stage of the design process assures timely approvals of documents for the required permits to construct and operate the facility.
Construction Administration
RSM’s experience includes working with all regional and state commercial swimming pool contractors as well as many national contractors. We understand the swimming pool construction process, techniques, and schedule implications that arise as part of typical swimming pool construction.
“I have had the opportunity to work with RSM (as Terracon Consultants, Inc.) as both a Construction Manager and Contractor.
In the capacity of a Contractor, I worked with RSM to construct four pools for the San Mateo Union High School District as well several others throughout Northern California. In the capacity of a Construction Manager, I worked with RSM on several other pools in Northern California at both the San Mateo Union High School District and the Novato Unified School District. The RSM team was exceptionally professional and collaborative throughout and it is my pleasure to write this letter of recommendation. Overall, the entire project team has a great working dynamic and each member contributed to the success of the each of the above projects. The RSM team continuously perform above expectation to provide the District staff and students with incomparable design and professionalism. I would be pleased to work alongside them again.” - John Dilena, Greystone West Company

PROJECT EXPERIENCE
The City of El Cerrito contracted with the RSM team as the prime design consultant for the replaster of the Swim Center Recreation Pool. The existing pool had major plaster delamination issues, rust staining from reinforcement and wire ties, and some structural cracking. RSM created construction documents, obtained health and building department approval and remained on the job through construction.
RSM made several site visits during the construction phase of the project to make quick, educated decisions as the plaster was removed and troubled areas were observed.

14RSM Design | Engineering + 925.217.6620 + rsm-de.com Redwood High School’s existing 40-meter competition
pool was experiencing significant plaster delamination’s and the cantilever deck is experiencing significant
structural cracking and spalling. RSM was selected to do the engineering design for a swimming pool replaster and retile, a deck replacement, fencing replacements, external shower improvements, addition of Musco sports lighting, a scoreboard replacement and all required accessibility and egress upgrades. In a secondary increment to this
project, RSM also did the design for solar water heating for the pool consisting of 159 solar water heating panels, spanning two roofs with seismic and thermal expansion
joints.
The funding for the project fell short and the final scope of construction was only a pool replaster and retile and accessibility and egress upgrades from the public path
of travel to the site. The design for all but the solar water heating was DSA approved and may be constructed in the
future. The Solar Water heating system was fully designed, but RSM was directed to stop work on the project prior to final DSA approval.

PROJECT EXPERIENCE LOS ALAMITOS
15RSM Design | Engineering + 925.217.6620 + rsm-de.com RSM has teamed with SVA Architects to design a aquatic
center for Bassett Unified School District to replace their existing facility. The design portion of the project was put on hold in 2018 and again in 2020 but was restarted in 2022.
DSA approved the construction documents in August of
2023 and construction is scheduled to begin in early 2024.
The new swimming pool will be 30-meters by 25 yards and provided sufficient space for NFHS/CIF swim meets and
water polo events with additional pool space for warm-
up and cool-down areas.
The facility will be constructed with a fully recessed gutter with a cantilevered deck and feature bleachers, shade
structures, fully chromatic video scoreboard and a new
support building with restrooms and staff rooms. The
recirculation systems will feature energy efficient variable frequency drives, high rate sand filtration systems and high efficiency heaters that provide the facility with much needed energy savings.

The new 50-meter competition pool meets USA and NFHS
swimming and water polo regulations and is complete
with new starting platforms, in-deck timing system, and ADA approved lifts. The facility features a concrete
3-meter diving platform, full color LED scoreboard, exterior secure storage, exterior overhead lighting, and shaded
bleachers for 350 spectators. The facility includes a 2,600 SF equipment room and a 1,000 SF classroom with direct
access to the pool deck for physical education classes
and school team meetings and instruction.
RSM’s predecessor firm Terracon was the Architect of
Record as well as the Geotechnical, Electrical, and
Structural Engineer of Record on the Project. Terracon also performed an underground utility survey and hazardous
materials survey prior to demolishing the existing facility.
Due to the existing soils onsite, the swimming pool, dive platform and building rely on over three hundred 35-
foot deep concrete piles for support. A present water
table provided challenges during construction, which
required engineers to quickly resolve in-field issues with the construction team.
