Executive Summary
Awarding the proposed Professional Design Services Agreement will allow the City to proceed with the design phase of the Jerry Lewis Family Swim Center Improvements Project, a critical capital improvement initiative intended to address aging mechanical, electrical, plumbing, and civil components at one of the City’s primary public aquatic 2 4

facilities.

The Project will result in the preparation of complete, bid-ready plans, specifications, and cost estimates (PS&E), enabling the City to advance into construction and ensure the facility remains safe, functional, and compliant with applicable codes and standards. The project will be funded through Measure S.

Background
The Jerry Lewis Family Swim Center, located at 831 E Highland Ave, San Bernardino, CA 92404, is a heavily utilized public aquatic facility serving residents, families, and community programs throughout the City. Due to continuous operation, exposure to the elements, and aging infrastructure, the facility has experienced significant wear and deterioration affecting operational reliability and user experience.

To address these conditions, the City initiated the Jerry Lewis Family Swim Center Improvements Project. The Project focuses on rehabilitation and replacement of critical pool filtration systems, pumps, mechanical and electrical components, chemical control systems, plumbing fixtures, concrete pavement slab areas, drainage improvements, and associated accessibility upgrades. Timely completion of the design and construction phases is necessary to preserve the facility and support continued public use.

Discussion
Staff recommends approval of a Professional Design Services Agreement with Rogers Stringer & McClelland, Inc. to provide comprehensive professional design services for the Jerry Lewis Family Swim Center Improvements Project. The term of the Design Services Agreement shall be from February 4, 2026, to February 4, 2027, unless earlier terminated as provided therein. The consultant shall complete the required services within the term of the agreement and in accordance with established schedules and deadlines.

The design will address improvements to the pool’s filtration, recirculation, heating, and chemical treatment systems, including replacement of outdated equipment, piping, controls, and associated components necessary to improve operational efficiency and water quality. Electrical and ventilation systems serving the pump and chemical storage rooms will also be evaluated and designed for replacement or upgrade, including improvements to electrical panels, conduits, exhaust fans, and ductwork suitable for the operating environment.

In addition, the design will include improvements to domestic hot water systems, shower fixtures, and plumbing controls serving the facility, as well as upgrades to pump room access components such as doors, roll-up access doors, and other features. Site and drainage improvements adjacent to the pump room will be addressed to correct existing drainage deficiencies and reduce water intrusion into critical facility areas.

The consultant will prepare complete, bid-ready construction plans, specifications, and engineer’s cost estimates that incorporate these improvements and conform to the 2 4

2025 California Building Code, Title 24, Chapter 31B (Public Swimming Pools), and all other applicable codes and standards.

The contingency amount reflects the complexity of rehabilitating an aging aquatic facility, potential unforeseen conditions uncovered during design development, and coordination with regulatory agencies, including public health and building officials. The contingency also provides flexibility to address additional scope elements, scope refinements, and technical requirements that may be identified during the preparation of complete, bid-ready plans and specifications.

The City advertised RFP F-25-1041 on PlanetBids seeking qualified firms to provide professional design engineering services for this project. The solicitation outlined the project scope, evaluation criteria, and selection procedures in accordance with the City’s Purchasing Ordinance and applicable State regulations On December 22, 2025, the City received one (1) proposal, submitted by Rogers Stringer & McClelland, Inc. City staff conducted a thorough review of the proposal to verify responsiveness, qualifications, relevant experience, technical approach, staffing, and overall ability to meet project objectives. Although only one proposal was received, staff determined that Rogers Stringer & McClelland, Inc. is qualified, responsive, and capable of performing the required services. The proposed fee was reviewed and determined to be fair and reasonable for the scope and complexity of work involved.

Proceeding with the award will allow the City to maintain project momentum and advance toward construction without delay.
2021-2025 Strategic Targets and Goals
This project supports Goal No. 4 - Improved Quality of Life, which emphasizes the enhancement and preservation of public facilities and infrastructure to promote safety, accessibility, and community well-being.

The Jerry Lewis Family Swim Center Improvements Project directly advances this goal by rehabilitating a vital recreational facility, improving operational reliability and extending the useful life of a key community asset.

Fiscal Impact
The Jerry Lewis Family Swim Center Improvements Project will be funded by Measure S, as adopted in the City’s FY 2025/26 budget. There are sufficient funds in the department’s FY 2025/26 Capital Improvement Program (CIP) budget to fully fund the Design Services Agreement, including the authorized contingency.
