Executive Summary
The City is currently transitioning its PEG channel operations from the former location at 300 North D Street to a new facility at 201 North E Street. To ensure the uninterrupted delivery of television services to Frontier subscribers, the dedicated access line that carries PEG programming must be physically relocated. This move necessitates that the City enter into a new 60-month Frontier Service Agreement to facilitate the installation and maintenance of a 2 Gbps Dedicated Internet Access (DIA) circuit.
Background
PEG Channels are non-commercial television channels reserved for community use on cable systems. Their creation is authorized by the Federal Communications Commission (FCC) and is a condition of a local government's franchise agreement with a cable provider. In California, this authority was transferred to the state in 2008 through the Digital Infrastructure and Video Competition Act (DIVCA). These channels provide transparent communication to residents, including live and recorded broadcasts of City Council meetings, planning commission hearings, emergency alerts, and essential government information.
Discussion
The relocation involves Frontier physically rerouting or extending the access line from the former facility at 300 North D Street to the facility located at 201 North E Street.
This infrastructure is essential for the continuous transmission of the City’s broadcast signals to Frontier’s subscribers. Because the physical path of the fiber optic cable must be modified to reach the new facility, Frontier requires a renewed service agreement to document the new primary service location and technical specifications.
The transition to a 2 Gbps DIA circuit provides a technical standard that supports high- definition broadcasts. Unlike shared internet connections, a DIA circuit provides a symmetrical and private link that is not subject to local network congestion. The provision of five static IP addresses further facilitates secure management of the broadcast equipment at the new facility.
Frontier will perform the necessary work to move and install the lines at the new location at no additional cost to the City. The Non-Recurring Charge (NRC) for the relocation and setup is established at $0.00. The total estimated monthly expenditure is approximately $1,154.23. The table below illustrates the compounded impact of the 5% annual increases on the base rate and the projected total tax-inclusive expenditure over a five-year period.

Year 1 (Initial Term) $1,154.23 $13,850.76

5-year cumulative total $76,534.20
2021-2025 Strategic Targets and Goals
The execution of the Frontier Service Agreement aligns with Goal No. 2: Focused, Aligned Leadership and Unified Community - Develop and implement community engagement. Maintaining the PEG channels is a primary tool for community engagement. It allows the city to broadcast Council meetings and emergency information, directly supporting the goal of a unified and informed community.
Fiscal Impact
Funds for the first year of this service agreement, totaling $13,850.76, are appropriated in the Information Technologies budget, Network Division. Based on the 5% annual escalation clause, the projected five-year total is $76,534.20. There is no impact on the General Fund.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:
1. Authorize Frontier Communications to perform the necessary infrastructure work within the public right-of-way to relocate the dedicated PEG Access Line from 300 North D Street to the facility at 201 North D Street.
