The City Manager recommends approval of the waiver of fees consistent with previous years. This represents a partnership between the City and the Black Culture Foundation.

Executive Summary
The Black Culture Foundation is requesting a waiver of fees, in accordance with Section 3.13 of the City of San Bernardino Municipal Code, associated with permits issued by the City of San Bernardino Community Development and Housing Department and Public Works for a non-profit event taking place on February 7, 2026 known as the Black History Parade event; located at 1480 W. 11th street (Graciano Gomez Elementary) and 1881 W. Background
The Black Culture Foundation has its roots in the Black History Parade committee, which sponsored Black History parades in San Bernardino starting in the late 1960s. 3 0

Key early leaders included Jim King, Juanita Scott, Alonzo Thompson, and Margaret Hill who helped coordinate the Black History parade and celebrations for decades.

By the late 1980s, the group changed its focus to supporting students with scholarships, instead of just hosting the Black History Day parade. They changed their name to the Black Culture Foundation and have given more than 125 scholarships to local students. The Black Culture Foundation also played a leading role in organizing the construction of the Rosa Parks statue that was unveiled in 2018 in front of the Rosa Parks Memorial Building in San Bernardino.

Discussion
The event will take place on February 7, 2026. The event will take place from 6:00 a.m. to 2:00 p.m. with set up taking place from 6:00 a.m. to 9:00 a.m., the parade occurring from approximately 9:00 a.m. to 12:00 p.m., and the exposition portion of the event taking place from 12:00 p.m. (noon) until 2:00 p.m. Breakdown will take place until complete occurring all the same day. The event will host more than 200 community members and has been an ongoing event since 2022.

Associated fees with this event are as follows:
Special Event Fee: $1,279.20
Public Work Fee: $1912.44
Police Department Fee $6,150.45
Total to be waived: $9,297.09
City of San Bernardino staff involvement includes traffic coordination and establishing “No Parking” Signs as well as Directional Signs and barricades on the designated pedestrian paths, and parade routes by the Public Works Department. The City of San Bernardino Police department will provide officers for escort services and traffic control. 2021-2025 Strategic Targets and Goals
Requesting a waiver of fees would be providing City support for a charitable organization hosting community members and events since the 1960s. The City of San Bernardino General Plan Economic Development Policy 4.15.2 states “Continue to promote 'identity-building' events such as 'Route 66', 'Citrus', etc.” The proposed Black History Parade and cultural event is unique in nature as it has brought the community together to identify with one another and establish comradery within the community via a cultural event for over 50 years. This aligns with Goal No. 2: Focused Aligned Leadership and Unified Community.

Fiscal Impact
Waiving the event permit fees will reduce permit revenue by a total of $9,297.09, for Fiscal Year 25/26.
