City Manager's Comments
The City Manager recommends approval of acceptance for the BSCC Proposition 47 Cohort 5 grant agreement in the amount of $3,294,537.

Executive Summary
The Department was awarded $3,294,537 under the Board of State Community Corrections (BSCC) Proposition 47 Cohort 5 Grant. The grant requires a minimum of fifty percent pass-through to community-based organizations and is intended to support mental health services, substance use disorder treatment, and recidivism reduction. The Department requests authorization for the City Manager to accept the grant funds and execute subsequent agreements necessary to administer the grant.

Background
Proposition 47, the Safe Neighborhoods and Schools Act, is a voter-approved initiative on the November 2014 general election ballot. The Proposition 47 grant reallocates savings toward programs focused on prevention and treatment programs. Assembly Bill 10556 added additional priorities to the grant program, including housing-related

assistance and supportive services.

Subsequently, BSCC issued a Request for Proposals seeking applicants to administer grant programs aimed at supporting mental health treatment, substance abuse treatment, and diversion programs to reduce recidivism.

In June 2025, the City applied for this competitive grant and posted a Request for Qualifications (RFQ). In October 2025, BSCC notified the Department that its proposal was selected for funding. In January 2026, BSCC provided the 2025-29 Proposition 47 Cohort 5 Grant contract package, containing the necessary documentation to officially accept the award.

Discussion
The Police Department and City staff encounter a high number of individuals in the community who are susceptible to recidivism due to mental health, substance use, or housing challenges. This demonstrates the need for additional resources and expanded opportunities.

The BSCC Proposition 47 grant will help facilitate the expansion of wraparound services to those vulnerable to recidivism, mental health issues, and substance use disorders. The grant period runs from October 1, 2025 to June 30, 2029, and includes three years for service delivery. Accepting this grant can improve the City’s community engagement, reduce recidivism, and provide relevant supportive services. The Police Department collaborated with the Homelessness Division in developing the application, with the intent to strengthen the impact of resources, rather than overlap without intention. This grant will allow for the expansion of the PEACE Team efforts through a partnership with a community-based organization (CBO) that will provide relevant services.

To fulfill this requirement, the City recently released an RFQ where promising organizations submitted their proposals demonstrating their qualifications and capabilities of fulfilling grant requirements. In the near future, staff will return with additional information pertinent to partnering with a qualified CBO as required by BSCC.

Additionally, grant funds will support personnel time, supplies, professional services, evaluation activities, and equipment necessary to meet program goals and maintain grant compliance. Funding for personnel time will help maintain staff capacity to enable outreach operations and grant administration. A dedicated management analyst will be assigned to this program, focusing on grants administration, and will allocate their time appropriately between related grant activities. It is anticipated that the management analyst will allocate 50% of their time to this BSCC Proposition 47 grant and 50% to other related grants. The budget also includes overtime for personnel working on this program, to ensure consistent and sustainable engagement efforts can be made beyond regular work hours. The proposed budget and program components may be modified with grantor approval, provided the modifications support the proposal and BSCC Proposition 47 goals.

Fiscal Impact
Accepting this BSCC Proposition 47 Cohort 5 grant award will amend the FY25/26 Operating Budget by $3,294,537 in both revenue and expenditures. There is no general fund impact and no match requirement.
