RESOLUTION NO. 2026-020
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE DIRECTOR OF FINANCE AND
MANAGEMENT SERVICES TO AMEND THE FISCAL
YEAR 2025/2026 OPERATING AND CAPITAL BUDGET BY
$1,238,169.45, BY ALLOCATING $1,184,879 FOR
PROFESSIONAL CONTRACTUAL SERVICES, AND
$53,290.45 FOR THE CITY OF SAN BERNARDINO
ADMINISTRATION (ALL WARDS)
WHEREAS, the City of San Bernardino (“City”) receives federal HOME Investment Partnerships Program (“HOME”) funds to support affordable housing activities, including housing rehabilitation; and
WHEREAS, on February 19, 2025, the Mayor and City Council approved a Subrecipient Agreement between the City and Neighborhood Partnership Housing Services, Inc. (“NPHS”) in the amount of $920,000 to administer the Owner-Occupied Rehabilitation Program (“OORP”); and
WHEREAS, the OORP assists income-eligible homeowners within the City of San Bernardino by providing deferred-payment loans not to exceed $40,000 per household to correct health and safety violations, eliminate life-threatening conditions, and perform eligible rehabilitation activities; and
WHEREAS, implementation of the OORP, staff determined that the $40,000 per- household loan cap was insufficient to meet the City’s rehabilitation standards due to the aged housing stock and increased construction costs; and
WHEREAS, the City has identified $1,184,879 in available Permanent Local Housing Allocation (“PLHA”) funds from program years 2019 through 2023 to supplement existing HOME-funded OORP loans as “Supplemental OORP Loans”; and
WHEREAS, the use of PLHA funds for supplemental rehabilitation activities is consistent with the City’s adopted PLHA Plan and eligible under PLHA Activity 2; and
WHEREAS, Amendment No. 2 extends the term of the agreement through December 31, 2026, to allow for completion of rehabilitation activities and timely expenditure of HOME and PLHA funds; and
WHEREAS, approval of Amendment No. 2 requires a Fiscal Year 2025/2026 budget amendment in the total amount of $1,238,169.45; and

WHEREAS, the City Council finds that the approval of Amendment No. 2 is exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3)
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this reference.
SECTION 2. CEQA Compliance. The Mayor and City Council hereby find and determine that the approval of Amendment No. 2is exempt from CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines.
SECTION 3. Budget Amendment. The Mayor and City Council hereby authorize the Director of Finance and Management Services to amend the Fiscal Year 2025/2026 operating and capital budget by $1,238,169.45, allocating $1,184,879 for professional contractual services and $53,290.45 for City administration, funded by PLHS resources.
SECTION 4. Severability. If any provision of this Resolution is held invalid, such invalidity shall not affect other provisions of this Resolution.
SECTION 5. Effective Date. This resolution shall become effective immediately upon adoption.
