Executive Summary
The Police Department utilizes several types of vehicles to efficiently provide service.
At the February 18th, 2026 City Council meeting, the City approved the purchase of Ford Interceptors, F-150s, Explorers, a Ranger, and an Expedition for use by various sworn personnel within the Police Department. Those vehicles were purchased by piggybacking from a County of San Bernardino bid solicitation. The County, however, did not request bids for Ford Mavericks. As such, the City posted a request for quotes for Mavericks which are used by several non-sworn units of the Police Department.
Specifically, Community Service Officers and Parking Enforcement Officers use Mavericks upfitted with hazard lights to perform their field duties which include responding to report calls, traffic collisions, assisting sworn personnel, issuing parking citations, and conducting dedicated traffic control. The Department’s Community Affairs team also utilizes these vehicles during community engagement events due to their cargo carrying capability. These Mavericks will be purchased as replacement vehicles for existing Community Service Officer vehicles which require removal from the Police fleet due to age, general condition, engine hours, and/or mileage. There is no impact to the general fund, as this purchase will be completed through a combination of funds provided by the Yuhaaviatam Nation and the Police Department’s motor vehicle general budget.
Background
The Police Department operates 24 hours a day, seven days a week, and relies heavily upon a varied police fleet to make it possible for police personnel to respond to calls for service throughout the city. Marked black and white vehicles, equipped with solid red lights, are dedicated for use by Patrol officers and cannot be used by non-sworn Community Service or Parking Enforcement Officers (CSOs and PEOs). Non-sworn personnel are assigned solid white vehicles with City insignia and amber colored traffic control lightbars. Since these vehicles are not subject to the extreme driving conditions of police vehicles, standard civilian base models are usually purchased for the CSOs and PEOs.
The current fleet of non-sworn vehicles primarily consists of model year 2016, 2017, and 2018 Ford C-Max and Escapes. Many of these vehicles have been involved in traffic collisions through the years, and their engine idle hours are beyond the recommended life cycle for these vehicles. They are frequently off-line for maintenance and repair due to their age. In 2022, the Department transitioned to the Ford Maverick for CSO and PEO vehicle replacements. The Maverick has a similar price point as the Escape, but the towing capability and open truck bed make it a more useful vehicle (the C-Max is no longer manufactured).
Discussion
Historically the Police Department has attempted to replace approximately 20% of its patrol vehicles each year to maintain an operational fleet. Often, this means forgoing the purchase of vehicles for non-sworn personnel; however, those vehicles are now in need of replacement. The Police Department is seeking a purchase order in the amount of $270,000 to purchase eight (8) Ford Mavericks for use by Community Service Officers, Parking Enforcement Officers, and Community Affairs to modernize that segment of the police fleet. This purchase order would include $5,467.36 as a contingency over the actual cost of the eight vehicles ($264,532.64). Vehicles for sworn staff have already been purchased this fiscal year. Approval of this item would ensure these Mavericks are ordered during this current allocation period so they may be delivered this calendar year.
In previous fiscal years the City has piggybacked from San Bernardino County bid solicitations, but this year the County did not specify Mavericks in their bid requirements. Therefore, on January 28th, 2026, the City issued RFQ F-26-4046 requesting bids for the purchase of Ford Maverick XL AWD vehicles. Five vendors responded to the RFQ:

The FY 2025/26 adopted budget for the Police Department included $2,700,000 in funding to purchase and equip replacement police vehicles. The Police Department has funds which will allow for the purchase of eight (8) Ford Mavericks as specified in RFQ F-26-4064, for the scheduled replacement of existing fleet vehicles. As such, there is sufficient budget to cover the purchase of these vehicles. 2021-2025 Strategic Targets and Goals
The request for the purchase of police vehicles aligns with Goal No. 2b: Focused, Aligned Leadership and Unified Community: Evaluate operations and performance, investment in resources, technology, and tools to continually improve organizational efficiency and effectiveness.
