RESOLUTION NO. 2026-044
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
ADOPTING THE CITY OF SAN BERNARDINO PARKS
MASTER PLAN AS THE CITY’S GUIDING DOCUMENT
FOR PLANNING, DEVELOPING, MAINTAINING, AND
INVESTING IN PARKS, RECREATION FACILITIES,
AQUATICS AMENITIES, TRAILS, AND OPEN SPACE;
AND AUTHORIZING STAFF TO USE THE PARKS
MASTER PLAN TO GUIDE CAPITAL IMPROVEMENT
PLANNING, OPERATIONAL STRATERGIES, GRANT
APPLICATIONS, AND PROJECT PRIORITIZATION.
WHEREAS, the City of San Bernardino is an incredibly diverse community that houses various backgrounds and cultures; and
WHEREAS, the City’s parks, recreation and community services is truly a force that can unite and bring community together; and
WHEREAS, the City of San Bernardino has partnered with Next Practice Partners, LLC since 2023 on a Parks Master Plan; and
WHEREAS, the comprehensive study and assessment of the City’s parks, recreation facilities, and open spaces capital priorities, operational needs, and strategic investments have been completed along with extensive community and stakeholder engagement; and WHEREAS, the resulting Parks Master Plan for the City of San Bernardino will serve as a roadmap for improving park quality, enhancing recreational opportunities, supporting community wellness, and guiding future decision making.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this reference.
SECTION 2. the Mayor and City Council hereby adopt the City of San Bernardino Parks Master plan as the City’s guiding document for planning, developing, maintaining, and investing in parks, recreation facilities, aquatics amenities, trails, and open space.
SECTION 3. the Mayor and City Council hereby authorize staff to use the Parks Master Plan to guide capital improvement planning, operational strategies, grant applications, and project prioritization.
SECTION 4. CEQA. The Mayor and City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general Resolution No. 2026-044

rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant e ffect on the environment, the activity is not subject to CEQA.
SECTION 5. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 6. Effective Date. This Resolution shall become effective immediately.
