ENGINEERING DESIGN
OE understands that the completion of the design engineering in o timely manner is criticol and will work diligently to achieve this gool. As such, OE has taken the liberty of visiting the site to get a better understanding of the current conditions ond identify site-specific challenges.

This section highlights potential areas of concern observed during the site visit along with potential mitigative measures and design approaches. Included with the discussion on the design approach is a conceptuol plan identifying areas of concern found during the preliminary field ossessment.

A detailed field assessment, review of topographical survey doto, hydrology/hydroulle onalysis, consideration of the ovallable budget, ond discussions with the City would be required prior to determining the final design scope.

STORM DRAIN CONSTRUCTION
Based on preliminary field observations and a review
of available as-built plans, storm main pipelines do
not appear to be present between 16th Street ond
Cajon Boulevard. The existing storm manholes will
be accessed to verify the presence and olignments
of intersecting pipelines ond to measure invert
elevations. Measured elevations will be used in
Lieu of os-built information when it conflicts with
measured volues if as-built doto is not avallable.

Underground utility alignments and appurtenance
locations will be added to the bose maps using
available as-built and topogrophic survey data.

A conceptual olignment and vertical profile will
be developed based on these site constraints ond
olternotive options will be provided where worronted.

Potential conflicts with the proposed olignment
and existing underground utilities will be verified

SECTION 1: Scope of Services
The proposed design will consist of the following:

Using available data, conduct Replace the existing manhole at the hydrology/hydraulic analysis to verify Cajon Boulevard Intersection with a if a 51-inch diameter pipe is sufficient dual outlet manhole. to handle future storm events.

Adjust manhole rim elevations Identify requirements for new to match proposed reconstructed catch basins and establish lateral street grades. connections to the new storm main.

If a storm droin line is confirmed to be present between l6th Street ond Cajon Boulevard, by-passing requirements will then be outlined in the Specifications. Execution of the plans will require the Contractor to submit for approval a by-passing and dewatering plan prior to disturbing the existing storm water flows. This plan must illustrate and explain how the flows will be maintained and contained during construction. The storm water must be contained within a closed conduit at all times during construction. Included with this plan shall be a schedule identifying the order in which the system shall be redirected at eoch junction. An emergency clean-up plan will also be included.

It is onticipoted thot construction of the storm moins will consist of working between two manholes at o time. This would include plugging the manhole and using a Sump Pump to ensure minimal interruption of services. Once the work between two manholes Is complete, work would shift to the adjacent two manholes until the entire stretch is constructed.

STREET REHABILITATION
Based on preliminary field observations, the
street was noted to be in moderate to poor
condition with widespread block cracking and
isolated sections of alligator cracking. Based
on the trenching activities ond the with of
the street (approximately 62 feet wide), it is
anticipated that only a portion of the existing
pavement will be excovoted; therefore,
reconstruction of the street could be limited
to the width of the trench. Other methods such
as full reconstruction of the street or grind
and overlay of the street beyond the trench
limits will also be evaluated during the design
phose, and a final determinatlon will be made
following discussions with the City regarding
the construction budget.

In addition to traditional rehabilitation
methods, OE will ossess the potential benefits
of incorporating emerging technologies into
the design. One such technology that will
be considered is Fiber Reinforced Aspholt
Concrete (FRAC). Fiber additives can be
incorporated into full depth povement loyers, overlays, and slurry seols to improve the tensile strength of the pavement. Asphalt reinforcing fibers have been shown to extend the lifetime of the povement section by an apprecioble amount, thus reducing future maintenance costs.

The fibers con also be used to reduce the aspholt section thickness for up-front cost savings ond to accelerate the speed of construction.

SECTION 1: Scope of Services
The existing street sections will be evoluated by converting topogrophic survey data into a 3-dimensional surface in AutoCAD Civil 3D. The existing street crown heights and cross- slopes will be assessed ond adjusted os necessary to tie into the curb and gutter design. The proposed street surface, curb, and gutter will olso be created as o 3-dimensional surface.

The software allows for surface elevations and slopes to be reported at any given point and will dynomically updote the volues when changes ore mode to the design. The software also allows for the simulatlon of rainfoll to ensure surface run-off flows from the street crowns to the gutters as intended.

CONCRETE INFRASTRUCTURE IMPROVEMENTS
Bosed on preliminory observations, the sidewalk,
curb, and gutter varied in condition with isolated
areas of disploced or broken concrete and droinoge
issues. A detailed assessment will beconducted to
identify areas requiring repairs that will be included
In the construction plons. At a minimum, curb and
gutter should be reconstructed where drainage is
affected, and sidewalk should be reploced where
not in compliance with ADA requirements (l.e.
heoved sidewalk panels, minimum path widths).

Additional reconstruction to reploce sections
where minor cracking or breakoge hos occurred
could olso be undertaken to improve aesthetics
and prevent further degrodotion that could offect
ADA compllonce, drainage, or public safety in the
future.

Damage to pavement, curb, gutter, and
sidewalks due to the infiltration of tree
roots will also be documented. Tree
roots under affected infrastructure to
be reconstructed should be exposed
and assessed by o licensed arborist to
determine if the roots can be removed
without affecting the health of the tree.

If safe to do so, the roots con be trimmed,
and a barrier can be installed to prevent
the roots from re-infiltroting areas of
concern.

A concrete island is present on the north
end of the site where Mount Vernon
Avenue splits. The trenching activites ore
anticipoted to travel directly through the
Island where a traffic signal is present.

Is is assumed tor the purpose of the
proposol that the trench can be aligned
to protect the traffic signal in place. The
concrete island will be reconstructed
following the installation of the storm
moin and upgraded with ADA curb ramps
and sidewalk.

SECTION 1: Scope of Services

ADA CURB RAMPS & DRIVEWAYS
Based on the preliminory site ossessment,
up to 15 curb returns within the project
Limits hove curb ramps that do not appeor
to fully satisfy ADA requirements. A field
assessment and topographic survey will
be undertaken to assess compliance with
ADA requirements such as maximum
ollowable slopes and minimum travel path/
londing widths. The non-compliant romps
will be designed as 3-dimensional surfaces
in Civil 3D to check that the ADA slope and
dimension requirements are adhered to.

Individual curb ramp details will be prepared
for the construction plans and will include
horizontol geometrics and design elevations.

If a ramp connot be designed to achieve
complete ADA compliance due limiting
site foctors such as intersecting street
and sidewalk grades, the ramp will be
designed to be as compilant as possible,
and a Curb Romp Memo signed by a
Professional Engineer will be prepored.

Based on the preliminory site ossessment,
up to 45 driveways within the project limits
do not comply with ADA requirements. Due
to the narrowness of many of the drivewoys,
achieving ADA compliance would require
Temporary Construction Easements and
significant olterations to the privote parcels.

The cost to reconstruct these drivewoys
moy be outside of the availoble budget.

Additlonolly, several driveways ore adjocent
to vacont lots. Rather than reploce these
driveways with ADA compliant drivewoys, it
is recommended that they be replaced with
sidewalk as a cost soving measure.

The scope of work for drivewoy reconstruction
will be discussed with the City and consideration
will be given to budget constraints. Generally.
driveways requiring reconstruction will be
denoted on the plan and profile sheets with
reference to an ADA complant standard
detail. Detoiled designs for specific driveway
locations will be prepared where warranted.

QA/QC APPROACH

QUALITY ASSURANCE
Achieving design quality is the foundation for keeping costs under control during construction.

Nothing is more importont than design quality. It must be stressed during all stages of project delivery, including concept development, preliminary design, detoiled design, and bid and award.

Effective Construction Monogement (CM) begins during design becouse the costs of CM, including change orders and claims, are largely determined by design quality. Emphasizing design quality and design clarity is the surest way to minimize the amount of change orders and construction costs.

There is no better or more effective woy to control total project costs and return on investment thon producing well-documented, well designed plans and specifications (PS&E). Quality assurance is a prooctive measure taken to ensure the systems ond procedures ore in conformance with the City's requirements and expectations. Plons and specificotions must be of high quality, which means they must be clear and understandoble, complete, occurate, consistent, and constructible.

THREE-TIER REVIEW
Allows for error mitigotion on three seperote levels of detoil:

Drafting & Calculations Design Intent Compliance Document Completion Document Formatting Project Intent Compliance Ensure "Biddable" Plans

QUALITY CONTROL
Plan checks ore improtant so that the plans meet the 5 C's: consistent, clear, correct, constructible, ond complete. Our Project Engineers and Project Managers recognize that quality is the result of severol processes. It requires mony individuals performing many appropriote activities at the right time during the plan development process. Quallty Control does not solely consist of a review after a product is complete. It is an approach and a realization that quality is something that occurs throughout the design process. Quolity Control means performing all activities in conformance with valid requirements, no matter how lorge or small their overall contribution would be to the design process. Good CAD techniques, attention to detail, and checking that the plons are correct and useful to the contractor are also essential to quality.

OE's design teom follows the Firm's estoblished design policies, procedures, stondards and guidelines in the preparation and review of all design products for compllance and good engineering practice, as directed by the Project Quality Contral Plan.

PROJECT CONTROLS
OE utilizes a set of technology-based project controls to manage the costs, schedules, ond documents, thereby advancing project progress. These tools deliver 24/7 access of the project files to City team members in reol-time, such as project related updates and reports, and allows our team to keep the project on track. in oddition, these tools provide a dynamic repository of dato, used to seamlessly store, access, shore and disseminate project details. This provides greater transparency, collaboration, clarity, communication and cost-cutting measures.

COST CONTROL
One of our core corporate philosophies is honesty and transparency, and costs ond budgeting is no exception. We use Advanced Financial Software to prepare invoices and reports, which allows the City to request billing statements at any time in the billing cycle. We con also send a real-time report of hours and expenses, letting the City eoslly compare proposed resources to resources used

DOCUMENT CONTROL
OE operotes on a HIPAA Certified, enterprise grade, cloud filing system that will be used on oll documents and folders to ensure proper documentation and transporency. We map all of the City's standards, folder structure, templates ond document formats and store it on our cloud-based Can ENTERPRISE occount for implementation. This cloud-based account allows for secure, remote access and review of our entire flling system by City stoff from anywhere and on any device, to ensure that documentotion and filing is done in complionce with the project requirements, as well as provide occess to select files (like photos) to other colloborotors. Each City staff member ottached to the project will be oble to select o password which provides access to view, uplood, or downlood any of the project files (le. DCRs, correspondence, submittals, CCOs, progress payments, Lab ond Field Test Reports, Materiols Delivery Tickets ond Complionce Certificotion, Progress Reports, Progress Photos, Meeting Minutes, etc.) without hoving to chonge the City's existing IT framework. This system is olso compliant with Caltrons' LAPM filing requirements.

SCHEDULING
The OE team values time, for both our clients ond our team members. To keep projects efficient, on track, and to maintoin transparency, we utilize scheduling tools that include Microsoft Project and Microsoft Primavera, with course porticipation by our in-house staff. Every time we submit a proposal, we prepare a Critical Path Method (CPM) schedule which corresponds to our Resource Allocation Chart and Fee Proposal, CPM scheduling allows OE to digitally input, analyze, modify, and shore project scheduling, and to consider resources, tosks, relationships and durotions, which moximizes efficiency. When awarded a contract, our team updotes the schedule with the Notice to Proceed date. This is then imported into our proprietary "Onward Collob" solution, with full access provided to the City. From there, OE con seamlessly document and assign tasks and subtosks. This results in project details and progress being avallable in real-time for the City and our QA/QC team to track.

Project Managers are also able to assess the worklood of every team member, so that immedlate adjustments can be made to the project. For example, if additional resources are needed to meet a milestone, the City would have immediate access to all change detoils. This system also allows for back and forth dialogue regarding a specific task or subtosk. The full conversation addressing that item is centralized ond can be revlewed at any point.

Another view thot con be utilized is the Board View. This shows buckets of tasks, with each bucket representing a team member. Moving tasks by a drog and drop, this gives the City clority os to who is doing what and how much work is on their plote.

PUBLIC OUTREACH

TELEPHONE HOTLINE
OE establishes project hotlines to provide businesses, residents, and City staff 24/7 access to project personnel. The City will be provided with a hotline for this project that con function as the contoct number for the duration of the project life cycle. All calls are tracked, so a call log can easily be generated and saved, with caller information, time of call, and voice-mail.

INFORMATIVE WEBPAGE
OE offers informative web pages, hosted on o separate sub-domoin linked directly to the City's website. This allows OE to directly produce and updote all public notices (PDFs), project information and updates, and dynamic maps without requiring City time and resources through the process. The website will also include enhanced public notices which we will prepare for the Contractor on behalf of the City. These notices are a great way for residents to be made aware of the project, to actually read the notices, and to follow any driving or parking restrictions.

INTERACTIVE WEB MAPS
OE has the tools and skills to build interactive and dynamic maps to keep the public informed. Any affected stakeholders con occess our maps online for updates on detours, phasing, temporary parking, street closures, ond general project limit information. OE would monage and update the site ond content in real-time in accordance with City requirements.
