Executive Summary

pipe, pavement reconstruction, re-striping existing parking stalls to match existing, and other items and details not mentioned above, that are required by the plans, and Standard Specifications. The purpose of this project is to mitigate localized flooding at 2372 E. Lynwood Drive and improve overall public safety. Currently the existing storm drain system is experiencing significant recurring issues with flooding/water pooling in the church parking lot due to aging and damaged drainage infrastructure.

To mitigate these issues and prevent further damage, the agreement with Voltaire Engineering will result in having access to heavy-duty machinery needed to fix the cause of the storm drain failure, utilizing durable commercial grade materials such as High-density Polyethylene pipe design to last decades, restoring of proper water flow, and ensuring all work adheres to local, state and federal regulations, providing warranties on their labor and materials, protecting the property owner if issues arise.

Approval of this agreement supports the City’s ongoing efforts to address infrastructure deficiencies and improve stormwater management in flood-prone neighborhoods. The total project cost is $152,490.00 and will be funded through Measure S fund allocations.

Background
The existing storm drain system at 2372 E. Lynwood Drive (church parking lot) is experiencing significant recuring issues due to ageing infrastructure, accumulated debris, and structural failures; pipe damage and asphalt deterioration leading to large potholes and crumbling pavement along the pipe. The persistent ponding creates slip-and-fall risks for elderly congregants, young families and other church members walking from their vehicles to the church building. This project will address the failing infrastructure to prevent further damage to the parking lot and improve site safety.

On June 4, 2025, the Mayor and City Council adopted Resolution No. 2025-298 approving and adopting the City of San Bernardino’s Operating Budget and Capital Improvement Plan for Fiscal Years 2025/26. The approved budget includes storm drains, which would fund major drainage improvements to reduce flood risk, improve water flow and comply with state total maximum daily load.

Discussion
The proposed Storm Drain Repair Project is located at 2372 East Lynwood Drive to West Arden Avenue & Hudson Avenue includes construction of structures and manholes with grated lids. The Project consists of repairing existing damaged storm drain infrastructure to manage watershed flows during rainy periods and help prevent flooding in residents’ properties and church parking lot.

This Project is being advanced at this time to address ongoing flooding impacts to church parking lot and safety to church members due to asphalt failure along the pipe and to utilize available Measure S funding allocated in the adopted Capital Improvement Plan.
