City Manager's Comments
The City Manager recommends that the City Council approve a professional services agreement with Data Ticket, Inc.
Executive Summary
The City of San Bernardino requires an efficient solution for processing parking citations, which are vital for enforcing local and state traffic laws. With over 11,000 citations issued annually, the current processing is labor-intensive and time- consuming, involving validation, approval, and follow-up for unpaid fines.
Since 1994, the City has contracted with vendors to provide parking citation processing services. With the current contract expiring on June 30, 2026, the City issued a competitive Request for Proposals for continued services.
After a comprehensive evaluation of four responsive proposals, staff recommend entering into a Professional Services Agreement with Data Ticket, Inc. for a five-year term from July 1, 2026, through June 30, 2030. The agreement maintains the City’s current no-cost, fee-for-service model funded through collected revenues, allowing operations to continue without additional General Fund expenditures. 3 3

Background
Parking Enforcement Officers, Police Officers, and other staff employed by the City of San Bernardino are empowered to issue parking citations to enforce local and state parking and traffic laws. The issuance of parking citations serves as a deterrent to prevent unauthorized parking of motor vehicles and other traffic violations, making it an essential component of effective traffic management and the reduction of blight in the City of San Bernardino. The fines collected from parking citations are returned to the General Fund, which helps offset the costs incurred by the City to enforce parking and traffic regulations.
Every year, Police Department employees issue over 11,000 parking citations. Each citation must go through a detailed process that includes review, validation, approval, data entry into a database, cataloging, and tracking for payment. Furthermore, requests for appeal hearings and other legal requirements must be addressed, adding complexity to the management of parking citations. Follow-up work to collect unpaid parking fines is also necessary, which involves billing and interfacing with the Department of Motor Vehicles for fine and fee collection. The large volume of citations issued, coupled with the labor-intensive process of managing each citation, requires a significant investment of time and resources. As a result, third-party vendors have proven to be a more economical and efficient method for processing parking citations than City staff can achieve. Thus, it is more cost-effective for the City to utilize a third- party vendor for parking citation processing instead of hiring additional personnel.
The City currently contracts with Phoenix Group Information Systems to provide parking citation processing services under a cost-recovery model. Under this structure, the vendor deducts its fees from collected citation revenues and remits the net amount to the City, resulting in no direct cost to the City. The existing agreement is scheduled to expire on June 30, 2026.
Discussion
On January 13, 2026, the City issued Request for Proposals (RFP) No. F-26-1046 to solicit proposals for parking citation processing services beginning July 1, 2026. Four vendors submitted proposals in response to the RFP. City staff evaluated each submission on experience, staffing resources, technical capabilities, demonstrated understanding of the City’s needs, and proposed fee structure. A summary of the evaluation results is provided in the table below.
Vendor Name Evaluation Score
(Max 300 Points)
Data Ticket, Inc. 291

committee. Based on the overall evaluation, staff recommend Data Ticket, Inc. as the most qualified and efficient provider of parking citation processing services.
The agreement with Data Ticket, Inc. will continue the City’s current cost-recovery model, under which the vendor will deduct its authorized fees from collected revenues and remit the net proceeds to the City.
Data Ticket, Inc. provides a range of services that significantly enhance the City’s ability to manage parking enforcement effectively. First, the committee recognized Data Ticket, Inc. for delivering a high-quality presentation that clearly outlined their capabilities. Second, their efficiency promises a smooth transition, especially in light of the concerns the City has faced with the current vendor, which has experienced issues related to time delays and failures to meet deadlines for critical information. Third, Parking Enforcement Officers and other personnel who issue parking citations will find the transition to Data Ticket, Inc. to be user-friendly and straightforward, facilitating their tasks without added complexity. Lastly, the committee determined that Data Ticket, Inc. would offer the most user-friendly solution for parking citation processing among the four bids submitted, ensuring a seamless integration of services. 2021-2025 Strategic Targets and Goals
An agreement with Data Ticket, Inc. synthesizes with Key Target No. 1b: Improved Operational & Financial Capacity. The ability to “Secure a long-term revenue source” is essential. Data Ticket, Inc. has a proven track record of revenue collection on behalf of the City of San Bernardino. Executing a professional services agreement with Data Ticket, Inc. will ensure a reliable long-term revenue collection method for the City.
Fiscal Impact
There is no direct impact on the City’s General Fund resulting from this agreement.
Conclusion
