City Manager's Comments
The City Manager recommends approval.
Executive Summary
In March 2022, the Mayor and City Council approved Resolution No. 2022-44 to upgrade internet speeds at City Hall and the Police Department to 10 GB. To expand the high-speed infrastructure across the remaining City departments under a single framework, the Information Technology Department issued Request for Proposal (RFP) F-26-1048 for citywide Wide Area Network (WAN) Connectivity and Managed Fiber Services. Spectrum Business submitted the top-rated proposal.
Approval of this item authorizes the City Manager to award the RFP, execute Amendment No. 1 to the existing contract, and sign a new 60-month Service Order.
This updates technical terms to conform with Dedicated Fiber Internet (DFI) standards to ensure private, secure, and unshared lines across City departments. Fiscally, the agreement locks in a fixed operational cost of $20,656.00 per month ($247,872.00 annually) for standard network speeds, while establishing an annual spending limit not to exceed $275,000.00. This structure builds in a $27,128.00 annual contingency to allow the IT Department to upgrade speeds on demand as data needs change, without project delays. Sufficient funding is fully accounted for within the existing IT operational budget.
Background
On March 2, 2022, the Mayor and City Council adopted Resolution No. 2022-44, authorizing an Enterprise Service Agreement with Charter Communications Operating, LLC (Spectrum Business) to deliver high-speed 10GB fiber connectivity to City Hall and the Police department. This infrastructure successfully supported increased data transmission and core software deployments. To scale this reliability across the remaining network environment, the Information Technology Department subsequently issued Request for Proposal (RFP) F-26-1048 for citywide Wide Area Network (WAN) Connectivity and Managed Fiber Services. The primary goal of the RFP was to select a qualified provider capable of centralizing infrastructure across diverse locations, standardizing network performance, and locking in highly competitive tiered pricing structures. Spectrum Business submitted the top-rated proposal that met the criteria.
Discussion
Approval of this item allows the IT Department to formally award RFP F-26-1048 to Spectrum Business, execute Amendment No. 1 to our existing contract, and authorize the 60-month Service Order. This action transitions network connections for various City departments under a single managed environment. To keep immediate costs low, lines will initialize at standard, cost-effective speeds that meet current departmental needs. However, because departments will deploy more cloud software over time, their bandwidth needs will change. This agreement includes a pre-negotiated option to increase speeds on demand, giving IT the flexibility to instantly upgrade performance without delay.
The Request for Proposal (RFP) F-26-1048 was formally published on January 27, 2026, and two vendors submitted proposals for evaluation. The following matrix details the monthly recurring unit costs submitted by the responding vendors:
Service Tier/Speed Frontier Unit Cost Spectrum Unit Cost 1 Gbps Ethernet $700.00 $510.00
2 Gbps Ethernet $800.00 $630.00
10 Gbps Ethernet $1,100.00 $930.00
Spectrum Business was selected based on three primary cost variables: it delivered lower baseline costs with a 1 Gbps rate of $510.00/month per site compared to Frontier's $700.00/month bid; it provided cost-effective scalability through a 5 Gbps upgrade option at $720.00/month which is only $20.00 more than Frontier's entry-level rate; and it required zero upfront capital as Spectrum Business waived all installation and construction costs.
An annual spending limit not to exceed $275,000.00 is established to cover potential upgrades. This includes a fixed monthly operational cost of $20,656.00 and an annual contingency of $27,128.00. The City will pay only the standard monthly rate unless a speed upgrade is triggered by a department. Additionally, Amendment No. 1 updates technical terms to conform with Dedicated Fiber Internet (DFI) standards, ensuring secure and unshared lines for optimal system uptime
2021-2025 Strategic Targets and Goals
The request to expand the citywide network and managed fiber services aligns with Goal No. 1: Improved Operational and Financial Capacity. Investing in this infrastructure to centralize the network connections under Dedicated Fiber Internet (DFI) improves organizational efficiency, data security, and operational effectiveness across all city departments.
Fiscal Impact
There will be sufficient funding within the department’s operational costs, as these network services are already accounted for in the existing IT operational budget.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California,
1. Approve the Results of RFP F-26-1048 and authorize the City Manager to execute amendment No. 1 to the service agreement authorized by Resolution No. 2022-44; and
2. Execute an associated 60-month service order with Charter Communications Operating, LLC (Spectrum Business) to expand network services for City departments and establish room for bandwidth expansion in an annual amount not to exceed $275,000.
