City Manager's Comments
Executive Summary
Establishing the Housing Case Manager and Housing Navigator classifications, along with the addition of three (3) full-time grant funded positions within the Community Development & Housing Department, will enhance the City’s ability to assist individuals experiencing homelessness. All positions will be fully grant-funded for the duration of the ERF grant through 4/30/2029.
Additionally, establishing the Crime Analyst Supervisor and Code Enforcement Supervisor classifications will add these positions to the salary schedule for future use, contingent upon approval by the City Council, and thereby, having no financial impact to the City.

Background
The City of San Bernardino was previously awarded Rapid Rehousing Services grants to assist individuals experiencing homelessness in transitioning from encampments into permanent housing. The Housing and Homelessness Division is currently working with the California Department of Housing and Community Development to amend the Encampment Resolution Fund (ERF) grant budget. The proposed amendments include restructuring staffing resources to better support program operations and transitioning select contracted services to in-house administration.
Subject to approval by the granting agency, the Division proposes converting the existing part-time Homeless Outreach Specialist position into a full-time position, as well as adding one full-time Housing Case Manager and one full-time Housing Navigator position. These positions will be fully dedicated to and funded through the ERF grant.
As the City continues its efforts to enhance service delivery, staff also recommends the creation of two new classifications: Code Enforcement Supervisor within the Community Development and Housing Department, and Crime Analyst Supervisor within the Police Department. Establishing these classifications will better position the departments to meet community needs while supporting clearer job families and career pathways for City employees. The creation of these classifications will not add positions to the current budget and will therefore have no immediate fiscal impact to the City. Adoption of the classifications will only add them to the salary schedule for potential future use, subject to City Council approval.
Discussion
The Human Resources Department seeks approval for establishing the classifications of Housing Case Manager, Housing Navigator, Crime Analyst Supervisor and Code Enforcement Supervisor. In addition, Human Resources seeks to add three (3) full- time positions into the Community Development and Housing Department. These positions (1-Housing Case Manager, 1-Housing Navigator, and 1-Homeless Outreach Specialist) will be 100% grant funded, and are necessary to continue providing Rapid Rehousing (RRH) services under the City’s Encampment Resolution Fund (ERF) grant. The City previously contracted with a subrecipient to deliver RRH services. To ensure continuity of services and uphold the responsibility as stewards of State funds, the City is prepared to directly administer RRH activities.
