$2,529,665.28 in SB 1 (RMRA Gas Tax) funds and $500,000.00 in Gas Tax funds from ADA ramp improvements and amend the FY 2025/26 revenue and expenditure budget by appropriating $117,583.82 from the In-Lieu Fee Account for the Project; and SECTION 3. CEQA. As the decision-making body for the project, the City Council has reviewed and considered the information contained in the administrative record for the proposed project. Based upon the facts and information contained in the administrative record, including all written and oral evidence presented to the City Council, the City Council finds, as follows:
(1) The administrative record has been completed in compliance with CEQA, the State CEQA Guidelines, and the City’s Local CEQA Guidelines.
(2) The proposed project is categorically exempt from the requirements of CEQA pursuant to State CEQA Guidelines Section 15301(c) (Class 1 – Existing Facilities), which consists of the repair, maintenance, and minor alteration of existing highways and streets involving negligible or no expansion of existing use, including existing sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. The project consists of pavement rehabilitation, ADA ramp improvements, curb and gutter replacement, sidewalk repairs, traffic striping, signage improvements, and related roadway improvements at existing roadway facilities within the City. (3) In addition, the City Council finds that the project is not subject to CEQA pursuant to State CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment. (4) The City Council further finds that none of the exceptions to the use of a categorical exemption set forth in State CEQA Guidelines Section 15300.2 apply to the Project. (5) The determination of CEQA exemption reflects the independent judgment of the City Council.

SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.

SECTION 5. Effective Date. This Resolution shall become effective immediately.

APPROVED and ADOPTED by the City Council and signed by the Mayor and attested by the City Clerk this 17th day of June 2026.
