Executive Summary

Awarding the agreement for the California Theatre Parking Structure (3-Level) Rehabilitation Project (“Project”) will allow the City to advance the design phase of a capital improvement effort focused on upgrading an existing parking facility within the downtown area. The Project involves a coordinated rehabilitation program addressing multiple building systems and components throughout the structure. Improvements are focused on minor structural repairs to selected elements, architectural finishes, lighting systems, drainage infrastructure, fire protection components, and general site features. The scope also includes pavement and striping improvements, expansion joint work, and enhancements to signage and overall appearance.
This effort is intended to support continued use of the facility by addressing aging conditions and updating key elements of the structure. Funding for the Project is provided through Measure S as part of the City’s FY 2025/2026 Capital Improvement Program.
Background
The California Theatre Parking Structure is a three-level facility located in the downtown area of San Bernardino, near the former Carousel Mall site. The structure supports the California Theatre and surrounding commercial and public uses, and functions as part of the City’s downtown parking system.
The facility has been in service for an extended period and reflects typical aging associated with long-term use. Various components, including surface finishes, lighting systems, drainage features, and building systems, have reached a stage where coordinated rehabilitation is appropriate to maintain overall functionality and usability.
In response, the City identified the need for a comprehensive project that addresses the structure as a whole rather than through isolated improvements. The California Theatre Parking Structure (3-Level) Rehabilitation Project was developed to provide a coordinated design approach that integrates multiple disciplines and supports future construction implementation.
The current phase of the Project focuses on advancing professional design engineering services, including preparation of plans, specifications, and cost estimates, to support the next stages of project delivery. Funding for this effort is included in the City’s FY 2025/2026 Capital Improvement Program.
