City Manager's Comments
The City Manager recommends approval of $9.121 million for pavement rehabilitation work at major arterial entrances.

Executive Summary
Awarding the Construction Agreement for Pavement Rehabilitation at Major Arterial Entrances will address critical roadway maintenance needs at several major locations at entrances throughout the City. This Agreement will enable the City to issue a Notice to Proceed to Matich Corporation, starting the process of upgrading and rehabilitation of deteriorated pavement. The scope of work includes clearing, full concrete and asphalt construction, traffic striping, utility adjustments, and traffic control. The Project will be funded through the RMRA and Measure I funds.

Background
As part of the City’s ongoing commitment to maintaining and enhancing its roadway infrastructure, City staff has identified six major arterial corridors for pavement rehabilitation and operational improvements. These enhancements are designed to improve key gateways into the City, support better traffic flow, extend the service life of the roadway network, and upgrade more than 80 ramps to meet ADA compliance standards.

On April 8 th, 2024, the City of San Bernardino received an in-lieu fee payment in the amount of $117,583.82 from Simon CRE in satisfaction of the required off-site improvement conditions of approval for the development located at 2536 Highland Avenue. The City’s Six Major Entrances Project includes improvements at Highland Avenue, which encompasses the same location associated with the development.

On June 4 th, 2025, the Mayor and City Council adopted Resolution No. 2025-306 approving the Road Maintenance and Rehabilitation proposed project list for submittal to the California Transportation Commission and adopting a list of projects for Fiscal Year 2025/26 to be funded by Senate Bill 1: Road Repair and Accountability Act of 2017.

On June 4 th, 2025, the Mayor and City Council adopted Resolution No. 2025-307 authorizing the Interim Director of Finance and Management Services to amend the FY 2025/26 Capital Improvement Plan, recording supplemental appropriations in the amount of $5,943,708.00 in SB1 Fund and $1,409,042.90 in Measure I Fund, for a total additional appropriation of $7,352,750.90 for Street Rehabilitation – Major Arterial Entrances to the City Project.

On September 25th, 2025, Hilltop Geotechnical, Inc. issued a Pavement Design Report for six locations within the City of San Bernardino, which included a comprehensive pavement evaluation. The evaluation involved the exploration of both surface and subsurface conditions of the streets, conducted between July 24th, 2025 to July 31st, 3 3

Discussion
The Project will provide new pavement at six locations along the City’s major arterial streets. Construction activities include more than 80 ADA ramp upgrades, concrete curb and gutter replacement, sidewalk repairs, cross gutter installation, and the addition of new bike lane striping and signage. These improvements are expected to have a positive impact on traffic flow and enhance the overall quality of life for residents and commuters.

The Project was advertised for public bidding on March 30, 2026, on PlanetBids.

Five sealed bids were received and opened on May 6, 2026. The total bid amounts, including both the base bid and additive bid items, were as follows:
