City Manager's Comments
This is the next step in moving the Del Rosa Avenue/ SR-210 interchange project forward.
Executive Summary
The proposed Cooperative Agreement between the City of San Bernardino and the San Bernardino County Transportation Authority (SBCTA) establishes roles, responsibilities, and funding commitments for the development and delivery of the Del Rosa Avenue / State Route 210 Interchange Improvements Project.
The improvements are intended to enhance traffic operations, increase capacity, and improve safety at the interchange by widening the eastbound and westbound on- ramps to two lanes, widening Del Rosa Avenue to provide dual left turn lanes, and construct tie-back retaining walls at the bridge undercrossing.
The total estimated project cost is $4,600,000, with SBCTA contributing $2,822,400 (67.2% public share) and the remaining $1,777,600 (32.8% local share) funded by the City of San Bernardino, County of San Bernardino, and City of Highland based on the agreed cost-sharing formula. Approval of this agreement will allow the project to proceed through environmental clearance, design, right-of-way acquisition, and construction.
Background
The Del Rosa Avenue / SR-210 interchange serves as a key regional access point connecting local streets within the City of San Bernardino to the State Route 210 freeway corridor. Over time, increased traffic demand and regional growth have created congestion and operational limitations at the interchange, particularly at the freeway ramps and the Del Rosa Avenue intersection. To address these conditions, the City requested initiation of improvements to enhance traffic operations and improve safety at the interchange. In response, SBCTA and the City agreed to collaborate on advancing the project through the Project Report and Environmental Document, Plans, Specifications and Estimates (PS&E), and Right-of-Way (ROW).
The proposed improvements include:
• Widening the eastbound and westbound SR-210 on-ramps to two lanes • Widening Del Rosa Avenue to provide dual left-turn lanes • Constructing tie-back retaining walls at the bridge undercrossing • Implementing additional roadway and intersection improvements necessary to support the interchange expansion.
SBCTA will act as the lead agency and project manager, responsible for delivering all phases of the project, Project Report and Environmental Document, Plans, specifications and Estimates (PS&E), and Right-of-Way (ROW) Acquisition These responsibilities include consultant selection, preparation of environmental documentation, final design, and right-of-way coordination. 3 3
