Expenditures (All Wards)
Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution 2026-092 approving the Revised Measure I Five-Year Capital Improvement Plan for Fiscal Year 2025/26 through Fiscal Year 2029/30 (MICIP) and Measure I Expenditure Strategy.
City Manager's Comments
The City Manager recommends approval of five-year Capital Improvement Plan for Fiscal Year 2025/2026.
Executive Summary
“The Five-Year MICIP must be revised to incorporate additional Measure I Local Street Program project allocations approved during FY 2025/26. The revisions add the Kendall Drive Between H Street and E Street project, State Highway I-215 and Palm Avenue Interchange Improvements, and State Highway CA-210 and Del Rosa Avenue Interchange Improvements to the adopted MICIP. Approval of the revised MICIP will ensure that expenditures associated with these previously approved allocations remain eligible under Measure I requirements.”
Background
In November 1989, voters approved Measure I, which authorized the San Bernardino County Transportation Authority (SBCTA) to impose a one-half of one percent retail transaction and use tax. This tax was applicable throughout the County for a period of 20 years beginning April 1, 1990, and extending to March 31, 2010, and is commonly known as the 1/2-Cent Sales and Road Tax (Measure I). In November 2004, voters approved an extension of the 1/2-cent sales tax for an additional 30 years from April 1, 2010, through March 31, 2040.
Discussion
The Five-Year MICIP only relates to the expenditure of Measure I Local Funds, and each agency is required to update their plan annually. This plan identifies projects and the estimated Measure I Local Fund expenditures. Local Funds can be spent on any eligible transportation purpose determined to be a local priority. This includes improvements for local streets, major highways, state highways, transit, and other improvements that maximize the use of transportation facilities.
Pursuant to Policy VLS-25 of the Measure I Strategic Plan, jurisdictions provide an annual statement in the resolution of the governing body adopting the Five-Year MICIP which acknowledges that the jurisdiction will maintain General Fund expenditures for transportation related construction and maintenance activities at the required base year level within the fiscal year.
The Kendall Drive Raised Median (E Street to H Street) project Kendall Drive Raised Median Project, I-215 Interchange Improvements at Palm Avenue, and SR-210 Interchange Improvements at Del Rosa Avenue projects were not included in the Measure I program when the Five-Year MICIP was adopted on September 3, 2025.
Since the three projects received Measure I allocations after September 3, 2025, they must be added to the MICIP to ensure the expenses are eligible per the Measure I requirements.
The revised list of projects included in the MICIP is as follows:
Citywide Pavement Rehabilitation
Citywide Pavement Rejuvenation
H St. Widening from Kendall Dr. to 40 th St.
Pavement Management Program
SB County Joint Rehabilitation Projects
State Highway CA-210 Interchange Improvements at Waterman Avenue Ste HWT I-215 and University Parkway Interchange Improvements Street Improvements at 50 Locations
Kendall Drive Between H Street and E Street
State Highway I-215 and Palm Avenue Interchange Improvements State Highway CA-210 and Del Rosa Avenue Interchange Improvements 2021-2025 Strategic Targets and Goals
The Measure I Five-Year MICIP is consistent with Key Target No. 1d: Improved Operational & Financial Capacity – Create a framework for spending decisions as it reflects the most current and highest priority need for use of Measure I Funds in FY 2025/26.
Fiscal Impact
There is no fiscal impact to the General Fund. This action is administrative in nature; no additional funding is being allocated.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution 2026-092 approving the Revised Measure I Five-Year Capital Improvement Plan for Fiscal Year 2025/26 through Fiscal Year 2029/30 and Measure I Expenditure Strategy.
