Notice of Public Hearing – Solid Waste Rates
Notice is hereby given that the City of San Bernardino (“City”) will conduct a public hearing on the 19th day of August, 2026, at 5:00 p.m. at the Feldheym Central Library, 555 West 6th Street, San Bernardino, CA 92410 to consider adopting increases to the rates for collection, processing, and disposal of solid waste within the City (collectively, “Solid Waste Services”). The purpose of the public hearing is to consider all oral testimony and written protests to, and the adoption of, the proposed rates.
About Solid Waste Collection Services and Rates
Burrtec Waste Industries, Inc. (“Burrtec”) provides solid waste services within the City under an exclusive franchise agreement. The City hereby notifies all affected property owners and occupants of the properties receiving Solid Waste Services of proposed rate increases for the City’s residential and commercial Solid Waste Services.
A public hearing will be held to consider these new rates. All interested persons are invited to participate in the hearing and provide a written protest to the proposed rate increase. If the rates are adopted on August 19, 2026, they will become effective on August 1, 2026. For questions about the public hearing process please call 909-998-2680. Proposed Rates and Future Automatic Increases
The proposed FY 2026-27 rates include a 3.28% inflationary increase for residential and commercial customers based on annual percentage increase in the All-Urbans Consumer Index, Not Seasonally Adjusted, All Items, Riverside-San Bernardino-Ontario, CA, as published by the U.S. Department of Labor, Bureau of Statistics (“CPI”). The rates also include costs necessary to comply with the regulations implementing Senate Bill 1383; and an additional increase to recover costs for the delay of the public hearing and rate adoption from July 1, as stated in the franchise agreement, to August 19, 2026.
The City is also proposing to annually pass through to all Solid Waste Services customers automatic CPI adjustments for inflation (“Annual Automatic Adjustments”) as authorized under the franchise agreement. These adjustments will impact the Solid Waste Services rates. The proposed maximum rates for Solid Waste Services in Exhibit A account for inflation, subject to a 5% cap on Maximum Permitted Service Rates. If approved, beginning July 1, 2027, and each July 1 thereafter, through and including adjustments effective on or after July 1, 2030, the then-current Maximum Permitted Service Rates may be adjusted by the 12-month annual average percentage change in CPI for the most recent calendar year compared to the prior calendar year. This adjustment may be made without a further public hearing. In no event may an automatic increase exceed the City’s cost of providing Solid Waste Services.

Public Hearing Process
Written protests may be submitted by mail or in person to the City Clerk’s Office, provided they are received prior to 2 p.m. on August 19, 2026. Written protests may also be submitted directly to the City Clerk at the public hearing prior to the close of the public comment portion of the public hearing. Oral comments at the public hearing will not qualify as formal protests unless accompanied by a written protest. Written protests submitted via e-mail or other electronic means will not be accepted.
