City Manager's Comments
The City Manager recommends adoption of the Resolution.
Executive Summary
Adoption of Resolution No. 2026-141 satisfies the requirements to receive Measure I Local Street Program Funds payments (Local Funds). The projects identified in Exhibit A of the Resolution have been previously identified in the City’s Capital Improvement Program. Only projects listed in Exhibit A are eligible for Local Fund expenditures in the current fiscal year. The Expenditure Strategy included in Exhibit B states that at least 50% of the City’s Local Funds will be earmarked for specific capital projects.
Additionally, the City may use up to 50% of the Local Funds for Public Works maintenance activities.
Background
In November 1989, voters approved Measure I, which authorized the San Bernardino County Transportation Authority (SBCTA) to impose a one-half of one percent retail transaction and use tax. This tax was applicable throughout the County for a period of 20 years beginning April 1, 1990, and extending to March 31, 2010, and is commonly known as the 1/2-Cent Sales and Road Tax (Measure I). In November 2004, voters approved an extension of the 1/2-cent sales tax for an additional 30 years from April 1, 2010, through March 31, 2040. The estimated Local Funds revenue for Fiscal Year 2026/27 is $5,858,536.
Discussion
The Five-Year MICIP only relates to the expenditure of Measure I Local Funds, and each agency is required to update their plan annually. This plan identifies projects and the estimated Measure I Local Fund expenditures. Local Funds can be spent on any eligible transportation purpose determined to be a local priority. This includes improvements for local streets, major highways, state highways, transit, and other improvements that maximize the use of transportation facilities.
Pursuant to Policy VLS-25 of the Measure I Strategic Plan, jurisdictions provide an annual statement in the resolution of the governing body adopting the Five-Year MICIP which acknowledges that the jurisdiction will maintain General Fund expenditures for transportation related construction and maintenance activities at the required base year level within the fiscal year.
The list of projects included in the MICIP is as follows:
•Citywide Pavement Rehabilitation
•Citywide Pavement Rejuvenation
•H St. Widening from Kendall Dr. to 40 th St.
•Pavement Management Program
•SB County Joint Rehabilitation Projects
•State Highway CA-210 Interchange Improvements at Waterman Avenue •State Highway I-215 and University Parkway Interchange Improvements •Street Improvements at 50 Locations
•Kendall Drive Between H Street and E Street
•State Highway I-215 and Palm Avenue Interchange Improvements •State Highway CA-210 and Del Rosa Avenue Interchange Improvements Strategic Targets and Goals
The Measure I Five-Year MICIP is consistent with Key Target No. 1d: Improved Operational & Financial Capacity – Create a framework for spending decisions as it reflects the most current and highest priority need for use of Measure I Funds in FY 2026/27.
Fiscal Impact
There is no fiscal impact to the General Fund. Adoption of the Five-Year MICIP is an administrative requirement necessary for the City to remain eligible to receive Measure I Local Street Program funds.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution 2026-141 approving the Revised Measure I Five-Year Capital Improvement Plan for Fiscal Year 2026/27 through Fiscal Year 2030/31 and Measure I Expenditure Strategy.
