Executive Summary
The Information Technology Department is seeking City Council approval to execute a Goods Purchase Agreement with B&H Foto and Electronics Corporation to procure audiovisual products, equipment, related accessories, and available services. This agreement utilizes a competitively solicited cooperative purchasing contract issued by the Region 4 Education Service Center and administered through OMNIA Partners, allowing the City to streamline procurement and leverage institutional buying power.
The proposed agreement establishes a term concluding on September 30, 2028, with a total compensation amount not to exceed $120,000 for the full term of the contract.
Background
On October 1, 2025, the Region 4 Education Service Center competitively awarded Contract No. R250402 to B&H Foto and Electronics Corporation for Audio Visual Products and Services under Request for Proposals (RFP) No. 25-04. The master cooperative contract allows participating public agencies to purchase audio visual commodities and support services directly from B&H at pre-negotiated, institutional pricing tiers, provided that the purchasing agency is registered with OMNIA Partners.
San Bernardino Municipal Code Section 3.04.010(D) and the City's Purchasing Policy permit the City to utilize advantageous governmental contracts and cooperative purchasing agreements, subject to the applicable approval requirements. The Region 4 ESC contract was competitively solicited through RFP No. 25-04 and awarded to B&H Foto and Electronics Corporation. The City's Purchasing Division has reviewed the proposed cooperative purchase and determined that use of Contract No. R250402 is appropriate for the City's anticipated audio visual purchases.
Discussion
Approval of this item allows the City to formally execute the Goods Purchase Agreement with B&H Foto and Electronics Corporation through the OMNIA Partners cooperative framework. Utilizing the Region 4 ESC cooperative contract through OMNIA Partners will provide the City with an estimated average savings of 12.5 percent compared to standard retail pricing for audiovisual equipment and related products. This estimated average savings rate of 12.5 percent was calculated at the midpoint of the contract's standard discount structure, which ranges from 0.5 percent to 25 percent off MSRP across various product categories, evaluated against historical departmental purchasing patterns for comparable items.
Under the established pricing index, B&H provides OMNIA Partners with a contract discount range of 0.5% to 25% off standard retail pricing, which varies by brand and product category. For major equipment acquisitions or quotes exceeding $5,000, the B&H pricing team will perform a secondary manual review to verify and apply the deepest possible discount tier. Per contract specifications, manufacturer-unilateral pricing items will remain at the manufacturer's baseline, and a 0% discount structure will remain in effect for pre-bundled kits. This agreement will be used solely by the government for municipal audiovisual upgrades, facility modernization, and day-to-day departmental operations.
Purchases under this agreement will primarily include replacement high-definition displays, conference room audio/video conferencing hubs, digital signal processors, updated wireless microphone systems, and streaming/recording hardware for public meeting spaces and departmental facility upgrades. This equipment is necessary to replace aging, end-of-life AV infrastructure, maintain clear public communication during public meetings, and ensure secure, high-quality hybrid meeting capabilities across City facilities.
2021-2025 Strategic Targets and Goals
The request to utilize this cooperative agreement aligns with Goal No. 1: Improved Operational and Financial Capacity. Leveraging pre-negotiated public agency pricing through OMNIA Partners maximizes available capital funding, ensures administrative efficiency, and guarantees organizational cost-effectiveness across all municipal audio-visual upgrades.
Fiscal Impact
There will be sufficient funding within the department's operational costs, as these procurement needs are already accounted for in the existing IT operational budget.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:
1. Approve and authorize the City Manager to execute a Goods Purchase Agreement and associated Exhibit documents with B&H Foto and Electronics Corporation to purchase audiovisual products, equipment, related accessories, and available services utilizing OMNIA Partners Cooperative Contract No.
R250402 issued by Region 4 Education Service Center.
2. Establish a total contract compensation amount not to exceed $120,000 for a term ending September 30, 2028, with options for up to two (2) one-year extensions, subject to and contingent upon discretionary contract renewal by Region 4 Education Service Center.
