Background
The Proposition 64 Public Health and Safety Grant is funded from tax revenue generated by the sales of legal adult-use cannabis or cannabis products. The grant is awarded through the Board of State and Community Corrections (BSCC) and intended to fund efforts to assist law enforcement or other local projects addressing public health and safety issues associated with the implementation of the Proposition 64 Control, Regulate, and Tax Adult Use of Marijuana Act (AUMA).
Previously, the San Bernardino Police Department applied for the competitive Proposition 64 Public Health and Safety Cohort 3 Grant in December 2022. In April 2023, the BSCC notified the Department that its proposal was awarded $3,000,000 in grant funding to support a program involving youth outreach, crime enforcement, and a cannabis awareness program. Council accepted the Prop 64 Cohort 3 grant and resolution 2023-088 on June 21, 2023. The Proposition 64 Public Health and Safety Cohort 3 Grant term runs from May 1, 2023 through October 31, 2028.
In March 2026, the City applied for the competitive Proposition 64 Public Health and Safety Cohort 4 Grant to continue and expand the work initiated by the Police Department. In June 2026, the BSCC notified the City that its proposal had been selected for funding and provided the Proposition 64 Public Health and Safety Cohort 4 Grant contract package, which includes the documentation necessary to formally accept the award.
Discussion
The City has authorized 13 locations to sell cannabis, and there are several more in various stages of the application process. Additionally, the Department is aware of 34 locations in the City suspected of illegal cannabis operations. The City’s crime rate and abundance of cannabis access threaten an already vulnerable community.
The City’s Grants Division within the Finance Department will administer the grant and maintain fiscal and programmatic oversight. Consistent with the BSCC-approved application, the San Bernardino Police Department will implement the law-enforcement component of the program, including the #3,357,287 budgeted for local law- enforcement activities. Any required interdepartmental subward or agreement will be completed in accordance with BSCC requirements. The grant term runs from July 1, 2026, through December 31, 2031. Through the BSCC Proposition 64 Grant, SBPD will expand its existing Marijuana Enforcement Task Force (MET) by funding overtime for two additional officers—one assigned to the MET and one serving as a Community Engagement Officer—as well as the acquisition of a vehicle for each officer. The additional MET officer will support the existing two-member team in conducting hotspot-based cannabis enforcement operations targeting illegal vendors and conducting compliance checks.

The community engagement officer will conduct education and outreach at over 100 annual community education events throughout the grant period. These community events will be hosted through the City's Parks and Recreation Department and SBPD.
The community engagement officer will deliver cannabis education to both youth and adults in accessible settings. Adult engagement and education will include cannabis impairment and driving safety education delivered in collaboration with SBPD's Traffic Unit. Adult education content will be sourced from established public health sources, including the California Department of Public Health’s Let’s Talk Cannabis campaign. Youth engagement programming will include classroom education at San Bernardino City Unified School District sites using the Stanford Cannabis Prevention Toolkit, a theory-grounded curriculum developed for middle and high school students. Partnerships with NGOs will further expand outreach capacity and referrals for support services. Through this project, the City of San Bernardino will strengthen public safety and enforcement efforts, support public health, promote community education on cannabis impacts, and improve youth outcomes.
Strategic Goals and Priorities
Acceptance of the BSCC Proposition 64 Cohort 4 Grant funds aligns with Mayor and City Council Strategic Goal No. 3 Improved Quality of Life by educating the public on cannabis use through coordinated engagement and collaboration with community partners and enhancing public safety, public health, and youth development impacts.
Fiscal Impact
There is no General Fund impact associated with this action. Acceptance of the BSCC Proposition 64 Public Health and Safety Cohort 4 Grant will amend the FY 2026/27 Operating Budget by appropriating $4,476,076 in state grant revenues and corresponding grant expenditures.
