Executive Summary
Human Resources has identified administrative errors that require correction to ensure compliance with CalPERS regulations related to publicly available salary schedules.
Background
On January 21, 2026 the Mayor and City Council approved Requisition No. 2026-001 amending the Citywide Salary Schedule for Part-Time, Full-Time, Temporary, and Seasonal Positions. This salary schedule effective 1/5/26 did not include the City Council cost-of-living adjustment that was approved with Ord. MC-1595 on 11/2/2022, which provides annual cost-of-living adjustments equivalent to those offered by the City to management employees.
On June 17, 2026, City Council approved Resolution No. 2026-081 establishing the Housing Case Manager, Housing Navigator, Crime Analyst Supervisor, and Code 3 5

Enforcement Supervisor job classifications; and amending the Citywide Salary Schedule for full-time, part-time, temporary, and seasonal positions. The salaries for these positions were approved at the salary ranges in effect on the date the item was approved.
Also on June 17, 2026, adopted Resolution No. 2026-071 approving the City of San Bernardino’s Fiscal Year 2026/27 Operating Budget and 2027-2031 Capital Improvement Program. The Citywide Salary Schedule for Full-Time, Part-Time, Temporary, and Seasonal positions effective 7/6/26 was approved with this item that included updated salary ranges incorporating the negotiated cost-of-living adjustments for various bargaining units and employee groups.
Discussion
Because Ord. MC-1595, Compensation of City Council Members was approved prior to the conclusion of negotiations in 2025, the salary increases for City Council listed on the approved salary schedules dated 1/6/26, 6/17/26, and 7/6/26 was not updated along with management employees. This oversight has since been addressed internally to ensure compliance with ordinance.
On 6/16/26, because 2 items were approved that contained salary schedules with different effective dates, the salary schedule approved with the 2026/27 operating budget did not include the four (4) new classifications approved with a preceding item.
Going forward, HR will collaborate with departments presenting items related to classifications and salaries to ensure accuracy.
Today’s item will correct all affected salary schedules by:
1. Including the cost-of-living increases for City Council on the salary schedules effective 1/5/26, 6/17/26, and 7/6/26;
2. Adding the four (4) new classifications approved 6/17/26 and their respective salaries to the salary schedule effective 7/6/26; and
3. Ensuring that all salaries are accurate, and publicly available in accordance with CalPERS regulations.
2021-2025 Strategic Targets and Goals
The administrative correction to publicly available salary schedules aligns with Goal No. 2: Build a culture that attracts, retains, and motivates the highest quality talent by ensuring that published salaries reflect the monetary distinction between classifications based on their duties, responsibilities, and complexity of work.
Fiscal Impact
There is no fiscal impact associated with the correction of the salary schedules effective 1/5/26, 6/17/26, and 7/6/26.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2026-147:
