City Manager's Comments
The initial year was previously agreed to by the City Council. This ratification reflects approving the wireless communication services for the full term through 2031.

Executive Summary
Following the initial Council approval on March 5, 2025, the City transitioned its wireless communication services from Verizon Wireless to T-Mobile USA, Inc. to achieve cost savings, improve 5G coverage, and enhance public safety capabilities. In accordance with that authorization, the formal Vendor Services Agreement was executed on October 15, 2025, under the NASPO cooperative procurement structure.

The agreement has already been executed. This action requests that Council ratify the total contract Not-to-Exceed (NTE) ceiling of $1,696,728.00 for a 60-month budgeted term, and delegate authority to the City Manager or designee to issue routine annual purchase orders to streamline administrative oversight.

Background
At the March 5, 2025, meeting, City Council authorized the initial transition of services and approved an initial FY 2024-25 purchase order of $180,000 for wireless voice and data services through T-Mobile. Pursuant to that authorization, the formal Vendor Services Agreement was executed on October 15, 2025, utilizing Utah NASPO Master Agreement #MA176 (extended through August 11, 2029) and California Participating Addendum #PA-2022-WDV-TMUS.

Following up on the initial March 2025 action, staff is returning to Council to establish approval for the full multi-year contract amount of $1,696,728.00 and secure upfront purchase order authority for the remainder of the NASPO term.

Discussion
Transitioning the City’s cellular footprint to T-Mobile has successfully delivered reduced rates, decreasing per-line expenditure from $39.99 to $29.75 on standard lines and dropping First Responder plan rates from $39.99 to $33.60 per device.

The total contract ceiling was established around a 60-month operational term and is calculated based on the following breakdown:
•Prior Year Actual Spend (FY 2024/25): $43,281.86
•Prior Year Encumbrance (FY 2025/26): $242,498.14
•Total Spent/Encumbered To Date: $285,780.00
•Remaining Contract Balance: $1,410,948.00
The remaining balance of $1,410,948.00 supports baseline recurring monthly service charges of $22,466.40 ($269,596.80 annually) across 740 active lines and devices:
•517 Gov. Unlimited Ultimate (Smartphones) @ $29.75/mo
•35 Unlimited Simple Choice (MiFi) @ $29.75/mo
•20 Gov. Unlimited (Tablets) @ $19.98/mo
•168 Unlimited First Responder - Control Center @ $33.60/mo The remaining unallocated balance serves as a Growth and Operational Buffer to accommodate anticipated device activations, mid-cycle hardware replacements, public safety MDC/router additions, and line adjustments resulting from departmental staffing changes over the remainder of the 60-month period.
