RESOLUTION NO. 2026-152
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO
ALLOCATE FUNDS IN THE AMOUNT OF $150,000.00 FOR
THE LOVE YOUR BLOCK PROGRAM YEAR 3;
AUTHORIZING THE DIRECTOR OF FINANCE &
MANAGEMENT SERVICES TO AMEND THE FISCAL
YEAR 2026-2027 OPERATING BUDGET IN THE AMOUNT
OF $150,000.00 FROM THE GENERAL FUND FOR THE
LOVE YOUR BLOCK PROGEAM, AND INCREASING THE
ECONOMIC DEVELOPMENT DEPARTMENT’S
REVENUES AND EXPENDITUES BUDGETS BY $150,000.00
TO REFLECT THE RECEIPT AND EXPENDITURE OF THE
PROGRAN FUNBDS; AND AUTHORIZE THE DIRECTOR
OF HUMAN RESOURCES & RISK MANAGEMENT TO
INCREASE THE ECONOMIC DEVELOPMENT
DEPARTMNENT’S AUTHORIZED STAFFING LEVEL
FROM TEWLVE (12) TO THIRTEEN (13) FULL-TIME
EQUIVALENT (FTE) POSITIONS TO ADD ONE (1)
GRANTS ASSISTANT POSITION, WITH A FULLY
ENCUMBERED ANNUAL COST OF $92,144.01.
WHEREAS, Between 2024-2026, the Bloomberg Center for Public Innovation, under Johns Hospkins University, awarded Love Your Block (LYB) Grant program funding in the amount of $160,000 to the City of San Bernardino; and
WHEREAS, The Love Your Block Grant Program will sunset as of October 31, 2026, in which all grant funding under the program will be exhausted; and WHEREAS, The City of San Bernardino Economic Development Department is establishing a city funded Year 3 of the Love Your Block Program funded from the General Fund in the Amount of $150,000.00 to be used for staffing needs and program costs including project mini-grants. Year 3 would start November 1, 2026 and culminate October 31, 2027.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and City Council authorize the City Manager to allocate funds in the amount of $150,000 for the Love Your Block Program Year 3.
SECTION 2. The Director of Finance & Management Services is hereby authorized to amend the FY 2026-2027 Operating Budget in the amount of $150,000 from the General Fund for Resolution No. 2026-152

the Love Your Block Program and increase the Economic Development Department’s revenues and expenditures budget by $150,000 to reflect the receipt and expenditure of the program funds.
SECTION 3.The Director of Human Resources & Risk Management to increase the Economic Development Department’s authorized staffing level from twelve (12) to thirteen (13) full-time equivalent (FTE) positions to add one (1) Grants Assistant position, with a fully encumbered annual cost of $92,144.01.
SECTION 4. The City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
SECTION 5.Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 6. Effective Date. This Resolution shall become effective immediately.
