City Manager's Comments
The City Manager requests authorization to submit to the United States Department of Housing and Urban Development.

Executive Summary
Each year, the City of San Bernardino is required to submit its accomplishment data for the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Shelter Grant (ESG) programs to the Department of Housing and Urban Development (HUD) via the Consolidated Annual Performance and Evaluation Report (CAPER). These funds support a range of initiatives, including affordable housing projects, services for the homeless, and public infrastructure improvements such as parks, street reconstruction, sidewalks, and curbs. The CAPER 3 4

functions as the City’s annual evaluation, measuring progress toward the goals and objectives established in both the Five-Year Consolidated Plan and the Annual Action Plan. The effectiveness of these investments is evaluated based on the number and types of beneficiaries, primarily focusing on those with low to moderate incomes who receive assistance from public funding. The submission of the accomplishments must be approved by the Mayor, City Council, and a public hearing conducted.

Background
The CAPER is a federally required report submitted each year to HUD by jurisdictions that receive federal entitlement grant funding under programs such as CDBG, HOME, and ESG. These programs are administered by the City of San Bernardino’s Community Development and Housing Department’s Housing Division.

The CAPER serves as a year-end review of the City’s progress toward meeting the goals and objectives outlined in the Five-Year Consolidated Plan and the Annual Action Plan. It provides both quantitative data (e.g., number of households assisted, public services provided, housing rehabilitated) and qualitative analysis describing how federal funds were used to address priority community needs, particularly for low- and moderate-income residents. In addition to reporting data on federally funded program resources, expenditures, activities, and recipients of funding, the CAPER also outlines the City’s actions in reducing homelessness, providing fair housing supportive services, addressing barriers to the availability of affordable housing, serving low- moderate income residents and reducing poverty to further the goals and objectives outlined in the City’s FY25-26 Annual Action Plan (AAP).

Consolidated Plan
Every year, the City receives CDBG, HOME, and ESG program funds from HUD. The purpose of the funds is to assist the City in meeting the affordable housing and community development goals and objectives in the City’s Five-Year Consolidated Plan, particularly for persons and families of low- to moderate-income.

In order to identify the areas of greatest need and highest priorities in the community, the City undertakes a planning process known as the Consolidated Plan Cycle. This process is documented by three reports:

1. One Five-Year Consolidated Plan;

2. Five Annual Action Plans; and

3. Five Annual CAPERs.

The Consolidated Plan serves four primary functions:

1. It is a planning document for the community that is built upon public participation and input.

2. It serves as the application for HUD’s formula grant programs (CDBG, HOME, and ESG), which focus on providing decent housing, suitable living environments, and expanded economic opportunities for low-and moderate- 3 4

income families.

3. It identifies the City’s needs in the areas of housing, homelessness, community development, and economic development, and puts forward the City’s strategies and timetables for addressing those needs; and

4. It serves as a five-year planning document for the use of HUD funds and the implementation of programs that will meet local needs. The Five-Year Consolidated Plan covers July 1, 2025, through June 30, 2030.

Annual Action Plan
The Action Plan describes specific projects and activities the City will undertake, as well as the financial resources it will use to meet the affordable housing and community development needs for a specific fiscal year. The 2025-2026 Annual Action Plan was approved by the Mayor and City Council on June 18, 2025, and is the first year of five Annual Action plans under the 2025-2030 Consolidated Plan.

Discussion
CAPER Summary
This report is the first of five CAPERs under the 2025/2030 Consolidated Plan, which outlines the City’s actual accomplishments for the period of July 1, 2025, through June 30, 2026. It also describes the City’s progress in meeting the goals and objectives outlined in the City’s 2025/2030 Consolidated Plan.

Programs
During the FY 2025-26 reporting period, the City of San Bernardino received $4,103,473.55 in funding, of which $2,712,293 is for CDBG, $1,149,833 in HOME, and $241,347 in ESG funds. Any fund balance will be reallocated through a Substantial Amendment to the 2026/27 Annual Action Plan or the 2027/28 Annual Action Plan.

Additionally, a Substantial Amendment was made to the FY 25-26 Annual Action Plan to reallocate unspent CDBG-CV funds and reprogrammed CDBG funds to the SB HOPE Campus.

The City made progress toward meeting its long-term goals. The FY25-26 CAPER contains detailed descriptions of annual goals and accomplishments. City staff aimed to achieve the goals and objectives of the Consolidated Plan. The FY25-26 CAPER indicates there was activity in fair housing/landlord-tenant assistance, street outreach, homeless prevention, improvement of facilities and infrastructure, expansion of affordable housing, and planning and administration.

ESG funds supported:
•Emergency shelter services provided to 118 individuals •Homelessness prevention services for 2 people
•Rapid Rehousing Services for 12 people
This mix of support strategies also assisted participants in increasing economic stability by supporting employment opportunities and access to income sources, with the goal that at least 20 percent of participants had employment income or other income sources and at least 54 percent increased their non-employment income.

Additionally, the agency connected participants to mainstream benefits, such as SSI, SSDI, Medi-Cal, CalFresh, and other public assistance programs, with the objective that at least 56 percent of participants obtained mainstream benefits.

CDBG-CV funds provided:
•CDBG-CV funds were strategically leveraged with American Rescue Plan Act (ARPA) and Permanent Local Housing Allocation (PLHA) resources to advance the development of the Interim Emergency Shelter, the SB HOPE Campus, maximizing federal and state investments to address homelessness. •Expanded shelter services to San Bernardino residents. The City expended $1,272,805.06 in CDBG-CV funds to support a motel voucher program, providing temporary interim shelter while construction of the permanent Interim Emergency Shelter is underway, with completion anticipated in early 2027.

HOME funds were allocated to:
•Support the construction of 3 new affordable homes, which are expected to be completed in FY 26-27.
•The Housing Division is collaborating with the Housing Authority of the County of San Bernardino (HACSB) on the Arrowhead Grove Phase IV project, which is projected to deliver 91 affordable housing units, including 19 units that will be added to the City’s affordable housing compliance portfolio. •Jamboree on the 5th and Meridian development, anticipated to yield 101 affordable housing units.

The Department intends to support both projects within the housing pipeline through HOME funding, contingent upon satisfaction of the regulatory requirements for the commitment of funds.

Citizen Participation
Federal regulations require that the FY25-26 CAPER be made available to citizens for public review and for consideration by the City Council at a public hearing on September 16, 2026. In accordance with HUD guidelines, a 15-day notice was published in El Chicano (Spanish) on September 1, 2026, and in the San Bernardino Sun on September 1, 2026, inviting the public to comment on the draft CAPER. The CAPER was also made available on the City’s website, the City’s Housing Division office, the City’s City Clerk office, and the Feldheym Library. No public comments were 3 4

Strategic Goals and Priorities
The authorization for submitting the FY25-26 CAPER to HUD meets Key Target 3:

Improved Quality of Life, specifically Goal 3a: Reduce the burden of the unsheltered through engagement, collaboration, and partnerships with other entities.

Fiscal Impact
The submission of the CAPER does not have an impact on the City’s General Fund.

The activities described in the CAPER were funded entirely with federal funds from HUD. The submission of the CAPER is a condition for the City to continue receiving federal funds.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:

1. Conduct a public hearing on the draft Fiscal Year 2025-2026 Consolidated Annual Performance and Evaluation Report; and

2. Authorize its submission to the United States Department of Housing and Urban Development.
