It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the City Manager or designee to execute a professional services agreement with Command Investigations, LLC for Pre-Employment Background Screening Services in the amount of $50,000 per year for a period of three (3) years, with two (2) optional one-year extensions for a total not-to-exceed amount of $250,000.

The City Manager recommends approval of the 3-year agreement and option for 2 optional one-year extensions.
Executive Summary
Staff issued a Request for Proposal (“RFP”) for pre-employment background screening services which garnered seven (7) responses. Command Investigations, LLC was found to be the most qualified proposer.
Background
The City of San Bernardino currently utilizes AssureHire for pre-employment background screening services. The existing agreement with the City’s current vendor will expire on November 24, 2026. To ensure continuity of services, Staff issued an RFP soliciting qualified vendors to provide pre-employment background screening services.
The RFP resulted in seven (7) proposals from the following bidders: Command Investigations, LLC., Research Associates, Inc., Robert Freeman & Associates, Intrepida Group, Inc., Welliver & Associates, LLC., Accurate C&S Services, Inc., and Consular Outsourcing BLS Service Inc.
The proposals were evaluated based on the bidder’s qualifications, experience, and ability to render services outlined in the RFP’s Scope of Services. Following the evaluation process, Command Investigations, LLC was determined to be the most qualified proposer to provide the City’s pre-employment background screening services.

Command Investigations, LLC has over a decade of experience providing background screening services supporting public sector and private sector organizations with accurate, timely, and compliant information. Command Investigation, LLC experience includes:

The City requires reliable, compliant background screening services capable of supporting hiring decisions across multiple departments and position types. Command Investigations, LLC screening program is designed to provide accurate results, consistent turnaround times, and clear communication through the screening process.
Command Investigations, LLC robust staff will work directly with the City personnel to become familiar with the City’s hiring workflows, timelines, and screening requirements. This approach supports continuity, responsive communication, and efficient issue resolution.
The term of the contract with Command Investigations, LLC is for three (3) years with two (2) optional one-year extensions for a total contract term of up to five (5) years.
The contract amount shall not exceed $50,000 per year, resulting in a total not-toexceed amount of $250,000 if both optional one-year extensions are exercised.
Strategic Goals and Priorities
The request to enter into a professional services agreement for pre-employment background screening services aligns with Key Target No. 2b: Build a culture that attracts, retains, and motivates the highest quality talent by assisting employees in navigating background screening clearances.
Fiscal Impact
No additional appropriation is being requested because sufficient funding already exists.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the City Manager or designee to execute a professional services agreement with Command Investigations, LLC for Pre-Employment Background Screening Services in the amount of $50,000 per year for a period of three (3) years, with two (2) optional one-year extensions for a total not-to-exceed amount of $250,000.

Synopsis of Previous Council Actions:
May 20, 2026 Mayor and City Council authorized the City Manager to execute a second Amendment to the Professional Services Agreement with the current vendor, AssureHire for pre-employment background screening services which expires on 11/24/2026.
