Good Afternoon, The City is requesting authorization to utilize Permanent Local Housing Allocation (PLHA) funds to support two full-time Housing Case Management positions assigned exclusively to the City's PLHA-funded Motel Voucher Program.
Good Afternoon,
The City is requesting authorization to utilize Permanent Local Housing Allocation (PLHA) funds to support two full-time Housing Case Management positions assigned exclusively to the City's PLHA-funded Motel Voucher Program. Although the employees' official classification title is Homeless Outreach Specialist, the City's Human Resources Department established this as a broad classification to encompass positions with similar and overlapping duties, rather than creating multiple position titles for comparable work.
While classified as Homeless Outreach Specialists, these employees are assigned exclusively to the Motel Voucher Program, and their PLHA-funded responsibilities consist solely of providing housing case management services to program participants. Their day-to-day duties include participant assessment, individualized housing stabilization planning, housing navigation, service coordination, ongoing case management, and activities that support housing stability and successful transition to permanent housing. As a result, the work performed by these positions aligns with eligible PLHA activities, regardless of the generic classification title.
The requested PLHA funding is consistent with PLHA Eligible Activity #6, which authorizes "affording persons and families experiencing or at risk of homelessness the opportunity to participate in a program that provides rapid rehousing, rental assistance, supportive and selfsufficiency services, or other housing assistance to maintain housing stability." The Housing Case Managers provide the supportive and housing stabilization services necessary to implement the City's approved Motel Voucher Program, including participant assessment, individualized service planning, housing navigation, coordination of supportive services, ongoing case management, and activities that promote housing retention and long-term stability. Because these positions serve only participants enrolled in the PLHA-funded Motel Voucher Program, their work is performed exclusively in support of an already approved PLHAfunded activity.
The City has prepared supporting documentation demonstrating the relationship between the assigned duties, PLHA Eligible Activity #6, and the requested personnel costs. Supporting documentation includes:
Scope of Work
Personnel Budget Detail – Summary of requested PLHA-funded personnel costs, including salary and fringe benefits
Job Description – Classification duties and position responsibilities Motel Voucher Program Guidelines – Program requirements and participant eligibility framework
Individual Service Plan Template – Documentation used to establish participant goals, service needs, and housing stabilization plans
Position Duty Summary and Eligible Activity Crosswalk – Summary demonstrating how assigned duties align with eligible PLHA activities The City will charge only personnel costs attributable to eligible PLHA activities and will maintain appropriate supporting documentation, including payroll records, time allocation records, and program documentation, to demonstrate that PLHA-funded costs are directly associated with eligible activities performed on behalf of the Motel Voucher Program.
Thank you,
