Command Investigations supports screening programs through a dedicated account management and operations model designed to provide responsive, consistent service. The City's screening program will be supported by experienced screening personnel and a dedicated Account Manager who serves as the City's primary point of contact.
Unlike call-center support models common within the background screening industry, Command Investigations provides direct access to experienced screening professionals who become familiar with the City's workflows, hiring processes, and screening requirements.
This continuity supports efficient communication, reduces onboarding time for City personnel, and helps ensure consistent service delivery throughout the contract term.

Service Delivery Methodology
The City requires reliable, compliant background screening services capable of supporting hiring decisions across multiple departments and position types. Command Investigations’ screening program is designed to provide accurate results, consistent turnaround times, and clear communication throughout the screening process.
Command Investigations utilizes a structured screening process designed to support these requirements while minimizing administrative effort for City staff. Our secure online platform manages candidate authorization, data collection, jurisdiction identification, status tracking, and report delivery through a centralized system with role-based access and audit visibility.
Our methodology combines automated search interfaces, direct electronic court access where available, a nationwide court researcher network, and dedicated account management to ensure screening requests move efficiently from initiation through report delivery. Each reportable record is verified at the source level prior to release to help ensure accurate and defensible results.
All screening services are performed in compliance with the Fair Credit Reporting Act (FCRA) and applicable federal, state, and local regulations.
Integration Capabilities
Command's screening platform supports integration capabilities with third-party applicant tracking systems (ATS) and human resource information systems (HRIS), including NEOGOV.
These integration capabilities support secure applicant data exchange, workflow automation, status updates, and report delivery within a centralized screening environment.
NEOGOV is a supported integration partner within the platform. Integrations are established on a client-specific basis and are configured to connect a client's individual ATS environment with Command's screening platform. Because each implementation is unique to the client, an integration is not established until the client elects to connect its system with the platform. As a result, Command does not currently maintain an active integration with the City of San Bernardino's NEOGOV environment. However, the platform fully supports NEOGOV integration and Command can work with the City and applicable third-party providers to implement, test, and deploy the connection as part of the onboarding process.
Value-Added Services
Command Investigations provides operational support and screening tools designed to reduce administrative effort, improve communication, and support consistent hiring workflows.
Key value-added capabilities include:
• Dedicated account management and screening operations support Proposal Response to RFP F-26-1055 – Pre-Employment

6. Proposed Method to Accomplish the Work
Overview of Proposed Approach
Command Investigations proposes a structured, technology-enabled background screening program designed to support the City of San Bernardino's hiring objectives through accurate, compliant, and timely screening services. Our approach combines experienced screening personnel, standardized operational workflows, source-level verification practices, and secure technology to support informed hiring decisions while minimizing administrative burden on City staff.
Background screening services are managed through a centralized platform that supports applicant authorization, order management, status tracking, report delivery, and ongoing program visibility. Screening requests are processed through defined workflows designed to promote consistency, accountability, and efficient turnaround times across all screening components.
Our methodology utilizes automated search interfaces, direct electronic court access where available, and a nationwide network of court researchers to obtain verified information from originating jurisdictions. Reportable information is subject to quality assurance review and source-level verification prior to release to help ensure accuracy, proper subject identification, and compliance with applicable reporting requirements.
Command Investigations maintains the operational capacity, personnel, and infrastructure necessary to support ongoing hiring activity, fluctuating screening volumes, and specialized screening requirements. The City will be supported by experienced screening professionals who provide responsive communication, continuity of service, and ongoing operational support throughout the contract term.
Proposal Response to RFP F-26-1055 – Pre-Employment
Background Screening Services City of San Bernardino
The proposed approach is designed to provide the City with a reliable and scalable screening program that emphasizes accurate results, consistent service delivery, regulatory compliance, and efficient hiring workflows. Detailed descriptions of screening services, deliverables, workflows, turnaround times, and implementation activities are provided in the sections that follow.
Scope of Services
Command Investigations provides a comprehensive employment background screening program designed to support informed hiring decisions while maintaining compliance with applicable federal, state, and local regulations. Screening services are conducted through standardized workflows, source-level verification practices, and quality assurance controls designed to promote accurate and defensible results.
Command Investigations currently maintains the personnel, technology, and operational infrastructure necessary to provide all services requested by the City without the need for additional development or implementation of new service capabilities.
Criminal Background Screening
Criminal background screening is conducted using a layered research methodology that may include county, state, federal, and national criminal record sources as required by the City. Jurisdictions are identified using applicant-provided information and address history developed through the Social Security Number trace process. Where electronic access is unavailable, records are obtained through source-level courthouse research. California statewide criminal searches are available through a multi-county search methodology designed to supplement traditional county-level research and provide expanded jurisdictional coverage.
Social Security Number Trace and Identity Verification
A Social Security Number trace is utilized to validate identity information and develop a comprehensive name and address history associated with the applicant. This process assists in identifying aliases and jurisdictions requiring additional research and supports accurate record matching.
Identity verification processes support the detection of potential inconsistencies, identity theft indicators, and other risk factors consistent with applicable Identity Theft Red Flags Rule requirements.
National Sex Offender Registry Search
Nationwide sex offender registry searches are conducted using aggregated registry data from applicable jurisdictions. Results are reviewed as part of the overall screening process and included within the final report.

Sanctions and Watchlist Screening
Searches may be conducted against applicable sanctions, exclusion, and watchlist databases to identify individuals subject to regulatory or compliance restrictions.
Social Media Screening
When requested, social media screening reviews publicly available online content using standardized review methodologies designed to identify job-relevant risk indicators while excluding protected class information.
Pre-Adverse and Adverse Action Support
Command Investigations provides tools and support to assist the City in administering preadverse and adverse action processes in compliance with the Fair Credit Reporting Act.
Risk Management Review
Command Investigations conducts risk management reviews designed to identify inconsistencies, discrepancies, and potentially misrepresented information within an applicant's background information. Additional Screening Services
Additional screening services may be provided based upon position requirements, regulatory obligations, or City-specific hiring needs. Service Delivery Workflow
All background screening services are managed through a secure, centralized platform designed to support efficient order submission, status tracking, communication, and report delivery throughout the screening process.
The typical screening workflow includes:
Step 1 – Order Initiation
Authorized City personnel initiate the screening request through the platform. The system supports secure applicant invitation, order management, and workflow tracking.
Step 2 – Applicant Authorization and Data Collection
Applicants complete required disclosures, authorizations, and data entry through a secure online process. Information collected is used to support identity verification, jurisdiction determination, and screening processing.
Step 3 – Jurisdiction Identification and Research
Jurisdictions are identified using applicant-provided information and address history developed through the Social Security Number trace process. Required criminal, verification, and screening components are initiated based on the City's screening requirements.
Step 4 – Source-Level Verification
Records identified through screening activities are verified at the originating source whenever required. County, state, federal, and verification-based searches are conducted using source-level research methodologies designed to support accurate and defensible reporting.
Step 5 – Quality Assurance Review
Each report undergoes a structured quality assurance review to confirm subject identification, completeness, consistency, and compliance with applicable reporting requirements prior to release. Quality assurance procedures include identity matching, source-level verification of reportable records, and review of report content for accuracy and completeness.
Step 6 – Report Delivery

NEOGOV Integration Capability
Command's screening platform includes NEOGOV among its supported integration partners. Integrations are established on a client-specific basis and are configured to connect a client's individual NEOGOV environment with Command's screening platform.
Because each implementation is unique to the client, an integration is not established until the client elects to connect its NEOGOV environment with the screening platform. As a result, Command does not maintain a pre-existing integration with the City of San Bernardino's NEOGOV instance. However, the platform fully supports NEOGOV integration and Command can work with the City and applicable third-party providers to implement, test, and deploy the connection as part of the onboarding process.
Once implemented, the integration can support applicant data exchange, workflow automation, status updates, and report delivery between the City's NEOGOV environment and Command's screening platform.
Capacity and Scalability
Command Investigations maintains the personnel, technology, and operational infrastructure necessary to support both routine hiring activity and fluctuating screening volumes without compromising service quality or turnaround performance.
The company employs more than 800 professionals and maintains a nationwide network of more than 1,500 court researchers capable of conducting source-level courthouse research in jurisdictions where direct electronic access is unavailable. This infrastructure supports comprehensive jurisdictional coverage across local, state, and federal records repositories.
Background screening services are supported through experienced screening personnel, dedicated account management, quality assurance review processes, and scalable operational resources designed to accommodate varying hiring volumes and changing workforce needs.
Command Investigations maintains direct electronic access to numerous jurisdictions nationwide and utilizes standardized workflows designed to promote consistency, accuracy, and efficient service delivery. Our operational model supports ongoing hiring programs, expedited requests, periodic rescreening initiatives, and future program growth while maintaining established quality assurance standards.
This scalable approach allows Command Investigations to support the City's current hiring requirements while providing the flexibility to accommodate future changes in volume, staffing needs, or screening requirements throughout the contract term.

Appendix A – Fiscal Stability Documentation
Command Investigations maintains the operational, personnel, and financial resources necessary to support the services requested under this RFP.
To demonstrate financial stability, Command Investigations has included its most recent independent auditor's report and consolidated financial statements. Additional financial information may be made available upon request and subject to appropriate confidentiality protections.
Included Documentation:
• 2024 Independent Auditor's Report and Consolidated Financial Statements 1 Independent Auditors Report
Board of Directors
Command Holding Corp.
Opinion
We have audited the accompanying consolidated financial statements of Command Holding Corp. and Subsidiary, which comprise the consolidated balance sheets as of December 31, 2024 and 2023, and the related consolidated statements of operations, stockholders equity, and cash flows for the years then ended, and the related notes to the consolidated financial statements.
In our opinion, the consolidated financial statements referred to above present fairly, in all material respects, the financial position of Command Holding Corp. and Subsidiary as of December 31, 2024 and 2023, and the results of their operations and their cash flows for the years then ended in accordance with accounting principles generally accepted in the United States of America.
Basis for Opinion
We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Our responsibilities under those standards are further described in the Auditors Responsibilities for the Audit of the Consolidated Financial Statements section of our report. We are required to be independent of Command Holding Corp. and Subsidiary and to meet our other ethical responsibilities in accordance with the relevant ethical requirements relating to our audits. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
Responsibilities of Management for the Consolidated Financial Statements Management is responsible for the preparation and fair presentation of the consolidated financial statements in accordance with accounting principles generally accepted in the United States of America, and for the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of consolidated financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the consolidated financial statements, management is required to evaluate whether there are conditions or events, considered in the aggregate, that raise substantial doubt about Command Holding Corp. and Subsidiarys ability to continue as a going concern within one year after the date that the consolidated financial statements are available to be issued. 2 Auditors Responsibilities for the Audit of the Consolidated Financial Statements Our objectives are to obtain reasonable assurance about whether the consolidated financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditors report that includes our opinion. Reasonable assurance is a high level of assurance but is not absolute assurance and therefore is not a guarantee that an audit conducted in accordance with generally accepted auditing standards will always detect a material misstatement when it exists. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control. Misstatements are considered material if there is a substantial likelihood that, individually or in the aggregate, they would influence the judgment made by a reasonable user based on the consolidated financial statements.
In performing an audit in accordance with generally accepted auditing standards, we:
Exercise professional judgment and maintain professional skepticism throughout the audit.
Identify and assess the risks of material misstatement of the consolidated financial statements, whether due to fraud or error, and design and perform audit procedures responsive to those risks.
Such procedures include examining, on a test basis, evidence regarding the amounts and disclosures in the consolidated financial statements.
Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of Command Holding Corp. and Subsidiarys internal control. Accordingly, no such opinion is expressed.
Evaluate the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluate the overall presentation of the consolidated financial statements.
Conclude whether, in our judgment, there are conditions or events, considered in the aggregate, that raise substantial doubt about Command Holding Corp. and Subsidiarys ability to continue as a going concern for a reasonable period of time.
We are required to communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit, significant audit findings, and certain internal control related matters that we identified during the audit.

Attached is a copy of your consumer report as you requested. Also attached is a summary of your rights as a consumer.
Command Investigations LLC was contracted by City Government to compile a consumer report in connection with your application. If you have questions, require an explanation, or feel that your report is incomplete or inaccurate and you wish to dispute any information in the report, you may contact us.
The consumer-reporting agency plays no part in the decision to take any action on your application request, and is unable to provide you with specific reasons for any action taken.
To dispute inaccurate information on your consumer report by mail, please include the following information:
Your full name: first, middle, and last; including any applicable suffixes (Jr., Sr., III, etc.) Your complete mailing address
Your date of birth
Your social security number (this is necessary to access your credit report) The name and account number of the creditor and item in question The specific reason for the dispute with the item (include any relevant documentation) Your authorizing signature
To speed up the process, Command Investigations LLC recommends obtaining documentation directly from the creditor (the bank, department store, or other lender) to include in any dispute made directly to a consumer reporting agency. Creditors are required by law to update the three national credit bureaus with any corrective action taken.
A Summary of Your Rights Under the Fair Credit Reporting Act The federal Fair Credit Reporting Act (FCRA) promotes the accuracy, fairness, and privacy of information in the files of consumer reporting agencies. There are many types of consumer reporting agencies, including credit bureaus and specialty agencies (such as agencies that sell information about check writing histories, medical records, and rental history records). Here is a summary of your major rights under the FCRA. For more information, including information about additional rights, go to www.consumerfinance.gov/learnmore or write to: Consumer Financial Protection Bureau, 1700 G Street NW, Washington, DC 20552.
You must be told if information in your file has been used against you. Anyone who uses a credit report or another type of consumer report to deny your application for credit, insurance, or employment - or to take another adverse action against you - must tell you, and must give you the name, address, and phone number of the agency that provided the information.
You have the right to know what is in your file. You may request and obtain all the information about you in the files of a consumer reporting agency (your "file disclosure"). You will be required to provide proper identification, which may include your Social Security number. In many cases, the disclosure will be free. You are entitled to a free file disclosure if:
a person has taken adverse action against you because of information in your credit report; you are the victim of identity theft and place a fraud alert in your file; your file contains inaccurate information as a result of fraud; you are on public assistance;
you are unemployed but expect to apply for employment within 60 days.
In addition, all consumers are entitled to one free disclosure every 12 months upon request from each nationwide credit bureau and from nationwide specialty consumer reporting agencies. See www.consumerfinance.gov/learnmore for additional information.
You have the right to ask for a credit score. Credit scores are numerical summaries of your credit-worthiness based on information from credit bureaus. You may request a credit score from consumer reporting agencies that create scores or distribute scores used in residential real property loans, but you will have to pay for it. In some mortgage transactions, you will receive credit score information for free from the mortgage lender.
You have the right to dispute incomplete or inaccurate information. If you identify information in your file that is incomplete or inaccurate, and report it to the consumer reporting agency, the agency must investigate unless your dispute is frivolous. See www.consumerfinance.gov/learnmore for an explanation of dispute procedures.
Consumer reporting agencies must correct or delete inaccurate, incomplete, or unverifiable information. Inaccurate, incomplete, or unverifiable information must be removed or corrected, usually within 30 days. However, a consumer reporting agency may continue to report information it has verified as accurate.
Consumer reporting agencies may not report outdated negative information. In most cases, a consumer reporting agency may not report negative information that is more than seven years old, or bankruptcies that are more than 10 years old.
Access to your file is limited. A consumer reporting agency may provide information about you only to people with a valid need -- usually to consider an application with a creditor, insurer, employer, landlord, or other business. The FCRA specifies those with a valid need for access.
You must give your consent for reports to be provided to employers. A consumer reporting agency may not give out information about you to your employer, or a potential employer, without your written consent given to the employer. Written consent generally is not required in the trucking industry. For more information, go to www.consumerfinance.gov/learnmore.
You may limit "prescreened" offers of credit and insurance you get based on information in your credit report. Unsolicited "prescreened" offers for credit and insurance must include a tollfree phone number you can call if you choose to remove your name and address from the lists these offers are based on. You may opt out with the nationwide credit bureaus at 1-888-567-8688.
The following FCRA right applies with respect to nationwide consumer reporting agencies:
Consumers Have the Right To Obtain a Security Freeze
You have a right to place a "security freeze" on your credit report, which will prohibit a consumerreporting agency from releasing information in your credit report without your express authorization. The security freeze is designed to prevent credit, loans, and services from being approved in your name without your consent. However, you should be aware that using a security freeze to take control over who gets access to the personal and financial information in your credit report may delay, interfere with, or prohibit the timely approval of any subsequent request or application you make regarding a new loan, credit, mortgage, or any other account involving the extension of credit.
As an alternative to a security freeze, you have the right to place an initial or extended fraud alert on your credit file at no cost. An initial fraud alert is a 1-year alert that is placed on a consumer's credit file. Upon seeing a fraud alert display on a consumer's credit file, a business is required to take steps to verify the consumer's identity before extending new credit. If you are a victim of identity theft, you are entitled to an extended fraud alert, which is a fraud alert lasting 7 years.
A security freeze does not apply to a person or entity, or its affiliates, or collection agencies acting on behalf of the person or entity, with which you have an existing account that requests information in your credit report for the purposes of reviewing or collecting the account.
Reviewing the account includes activities related to account maintenance, monitoring, credit line increases, and account upgrades and enhancements.
You may seek damages from violators. If a consumer reporting agency, or, in some cases, a user of consumer reports or a furnisher of information to a consumer reporting agency violates the FCRA, you may be able to sue in state or federal court.
Identity theft victims and active duty military personnel have additional rights. For more information, visit www.consumerfinance.gov/learnmore.
States may enforce the FCRA, and many states have their own consumer reporting laws. In some cases, you may have more rights under state law. For more information, contact your state or local consumer protection agency or your state Attorney General. For information about your federal rights, contact:
