Consular Outsourcing BLS Services Inc. (“BLS”) respectfully submits this proposal to the City of San Bernardino in response to RFP No. F‑26‑1055 for Pre‑Employment Background Screening Services. BLS, supported by its technology subcontractor Signzy Technologies (“Signzy”), proposes a secure, automated, and fully compliant background‑screening program designed to meet the City’s operational, regulatory, and service‑delivery requirements.
BLS brings more than two decades of experience delivering identity verification, applicant‑intake operations, document authentication, and regulated service‑center workflows for government agencies within the United States and internationally. This operational foundation is strengthened by Signzy’s Digital Onboarding Platform, a cloud‑native system that automates identity verification, document authentication, criminal history checks, employment and license verification, and risk assessment within a unified workflow.
The proposed solution integrates directly with NEOGOV Onboard and Insight, enabling automated case creation, pre‑filled candidate data, real‑time status updates, and direct report delivery into the City’s existing HR environment. Candidates complete a secure, link‑based digital intake process that includes Fair Credit Reporting Act (FCRA)‑compliant disclosures and authorizations, identity verification, and document upload. All required verifications are initiated automatically and processed in parallel, reducing turnaround time and ensuring consistent accuracy. BLS analysts conduct human review, compliance validation, and final adjudication prior to releasing results to the City.
The program is supported by a robust security and compliance framework, including SOC 2 Type II and ISO 27001:2013 certification, U.S.-based cloud hosting, end‑to‑end encryption, role‑based access controls, and full audit logging. All workflows comply with the Fair Credit Reporting Act (FCRA) and other applicable federal and state regulations.
To ensure effective program delivery, BLS will provide a dedicated project manager, senior screening analyst, and client support coordinator, supported by Signzy’s engineering, compliance, and technical‑support teams. The combined BLS–Signzy model offers significant scalability, enabling the City to maintain service levels during periods of increased hiring volume or expanded program scope.
Key features of the proposed solution include:
• Automated NEOGOV Integration

Back Office Operations (BackOps) Portal & Dashboard
Once the business completes all the required steps and submits the application, the application is pushed to the BackOps Portal for review by the backend team. Signzy’s feature-rich BackOps portal shows all the application posts submitted by the business. Designed to keep the convenience & efficiency of the user in mind, Signzy’s BackOps shows all the applications, every detail of the ID proof uploaded, risk flags, and allows the users to take real-time actions on the applications.
Risk Profiling & Scoring
Based on the screening outcomes, document authenticity, and risk factors, the system automatically assigns a risk category (Low / Medium / High) to each Business. The risk engine follows prescribed parameters such as country of residence, PEP status, and data consistency.
The BackOps portal is loaded with features as outlined below:
1. Application Queue Management
The Application Queue window offers a comprehensive view of all pending applications awaiting assignment. Managers/Admins can use this to assign or reassign an application to respective backops users.
A snapshot of the application's information will be available for quick viewing. The applications can also be sorted and filtered (by branch, application timestamp, application type, assignment status, and assigned user) for easy navigation.
2. All Applications
All the applications submitted to date will be available in this section of the portal. It will include applications irrespective of their status (Accepted, Rejected, In the draft, etc.). The newly added application is marked with the 'Newly Submitted' tag. BackOps users can filter and sort applications to see relevant applications they would like to work on.

3. Data and Documents
The data and documents submitted by the individual in each step can be seen here. The result of its text match, as well as the verification result sent back by the APIs, is also visible here for the backops user to make an informed decision. The status, i.e., safe, uncertain, or unsafe, decided by the decision engine can also be seen for each document that is submitted.
4. Due Diligence
The results of the risk and compliance checks done on the customer will be stored under the Due Diligence tab. This will give results on any Risk screening checks (If any) performed on the customer. 5. Form Data

The Forms section displays the data filled in the application, which may include general user information such as User Mobile number, Proof of address, etc., along with supporting documents. This module empowers BackOps users to leverage verified screening results to finalize hiring decisions—whether approving, declining, or redirecting the application for further internal review.

7. Underwriting Decisions
Accept / Reject Application
Applications that do not proceed automatically can be manually approved or rejected (passed or failed) by the backend team. Decisions by the backend team are informed by the data provided in the application, with color coding (red, amber, or green) serving as an additional aid in decision-making.
Maker-Checker
The BackOps portal allows having a multi-hierarchy maker-check mechanism where the customer applications can pass through 1st level of review (by makers) and then be sent to the next level (checkers).
The rights & privileges for makers & checkers can also be configured from the admin module in the backoffice dashboard.
Automated Decision Making
The BackOps Portal has an in-built Decision Engine that allows setting up an automated decision-making mechanism. Based on the defined parameters and their thresholds, a customer application can be automatically ‘Accepted’ or ‘Rejected’. For example, customer applications with all ‘green flags’ - ID Valid, Face Matched, etc., can be automatically accepted.
8. User Management
Manage User and Roles
BackOps Admin can add new users to the BackOps portal through the Manage Users and Roles settings.
Users with Backops access can use the portal as well as work on applications. They can vary in levels of permission. Admin can configure users for a particular hierarchy and also map their grants and permissions.

9. Dashboard & Reports
Dashboard
The dashboard presents a holistic view of all applications received. It provides an Operational Dashboard (Metrics updating in real-time, showing data related to daily operations) and a Strategic Dashboard (Track performance with your key performance indicators, to better align actions with strategy). The dashboard also allows the generation of reports in the desired format and downloads them in real-time. [Indicative Design & Interface]
MIS Reports
Emails with MIS reports can be configured and scheduled for relevant stakeholders as per the required frequency (weekly, bi-weekly, monthly, etc.). Modifications can be done for existing scheduled MIS reports.
