6. Experience and Technical Competence
a. Experience
(i) Organizational Experience and Capability
Thuro is a nationally established provider of background screening and investigative services with over 70 years of continuous operation. Throughout its history, Thuro has supported public-sector entities, regulated organizations, and private employers by delivering accurate, compliant, and timely background investigations.

Thuro’s services are distinguished by a single-investigator model, in which each background investigation is assigned to one dedicated professional who manages the case 11 from initiation through final reporting. This approach ensures continuity, accountability, and a higher level of analytical rigor than fragmented or assembly-line screening models.

All investigations are conducted entirely by U.S.-based, degreed, PBSA-certified investigators, ensuring that each case is handled by qualified professionals trained in investigative methodologies, regulatory compliance, and industry best practices.

Thuro’s experience includes conducting comprehensive pre-employment screening services across all major components required by the City, including:
• Social Security number and address trace
• Multi-jurisdictional criminal history searches (county, state, and federal) • Employment verification
• Motor vehicle record checks
• Professional license verification
• Credit history inquiries (when applicable)
Each of these services is conducted within the investigator-led framework, ensuring accuracy, defensibility, and adherence to all applicable laws and regulations. (ii) Staff Experience
Thuro’s investigative staff consists exclusively of U.S.-based, degreed and PBSA-certified professionals with specialized training in background screening operations, compliance requirements, and investigative research techniques.

Under the single-investigator model, each assigned investigator:
• Conducts all required research and verification activities • Evaluates findings within the proper regulatory and factual context • Maintains ownership of the case throughout the screening lifecycle 12 This model ensures that the individual responsible for gathering information is also accountable for interpreting and reporting results, reducing errors, improving consistency, and strengthening the overall quality of each background investigation.

(iii) Years in Business

Thuro’s compliance program includes standardized policies governing permissible purpose, disclosure and authorization, adverse action procedures, and data handling to ensure all services are conducted in full compliance with applicable federal, state, and local regulations.

7. Proposed Method to Accomplish the Work
Thuro’s proposed approach is a structured, investigator-led methodology designed to deliver accurate, timely, and fully compliant background screening services. Our process integrates secure technology, experienced U.S.-based investigators, and clearly defined workflows to ensure consistent service delivery aligned with the City’s requirements.

A. Service Delivery Framework
Thuro utilizes a single-investigator model, in which each background screening request is assigned to a dedicated, U.S.-based, degreed, PBSA-certified investigator who manages the case from initiation through final reporting.

This model ensures:
16 • Continuity and accountability throughout the screening process • Accurate interpretation of findings within proper context • Consistent communication and case ownership
• Elimination of delays and errors associated with fragmented workflows Each investigator is supported by operational leadership and legal oversight to ensure adherence to all applicable regulatory requirements, including the Fair Credit Reporting Act (FCRA).

B. End-to-End Screening Process
Thuro’s process is designed to meet the City’s requirement for timely and complete reporting while maintaining compliance and data integrity.

Step 1: Case Initiation
• The City submits a screening request through Thuro’s secure, web-based platform • Alternatively, candidate initiation may be triggered through system integration or secure data exchange
• A dedicated investigator is immediately assigned to the case Step 2: Candidate Data Collection
• The candidate receives a secure electronic request to complete required forms and provide necessary information through Thuro’s secure platform • All required federal, state and local compliance forms are electronically presented to the individual for review/signature based upon the candidate’s self-disclosed residence and work location
• All personally identifiable information (PII) is collected directly by Thuro through encrypted channels
• Digital authorization and disclosure forms are stored for future audit in compliance with FCRA, state and local requirements
17 This process ensures secure data handling and reduces administrative burden on City personnel.

Step 3: Investigation and Verification
Upon receipt of candidate information, the assigned investigator initiates all required screening components, which may include:
• Social Security number validation and address history trace (up to 7 years) • County, state, and federal criminal history searches
• National sex offender registry checks
• Employment verification (including current and up to two prior employers) • Motor vehicle record checks
• Professional license verification
• Credit checks (when applicable)
Each component is conducted using verified sources and jurisdiction-specific research methods to ensure accuracy and completeness.

Step 4: Case Monitoring and Communication
Thuro provides real-time visibility into case status through its platform, including:
• Status updates for each screening component
• Notifications of completed steps
• Alerts for delays, missing information, or follow-up requirements If delays occur due to third-party sources (e.g., courts, employers), Thuro proactively notifies the City and provides updated timelines.
18 Step 5: Report Completion and Delivery
• All findings are compiled into a comprehensive report by the assigned investigator • Reports include clear documentation of each screening component and all relevant findings
• Completed reports are delivered securely through the platform C. Turnaround Time and Performance
Thuro’s operational model is designed to meet or exceed the City’s expectation of completing background screening reports within five (5) business days.

Typical turnaround times for major components include:
• Instant to same-day: SSN trace, registry checks, credit reports • 24–72 hours: Criminal history searches, employment and education verification • 24–48 hours: Federal records and license verification Most background screening reports are completed within the required timeframe, with proactive communication provided if any component is delayed due to external factors.

• Online candidate data entry and electronic authorization • Real-time case tracking and reporting
• Secure document upload and storage

• Audit trails for all system activity
19 The platform is accessible through standard web browsers and requires no additional software installation.

8. Fee Proposal
Thuro has developed a pricing structure that is transparent, competitive, and aligned with the City of San Bernardino’s requirements for pre-employment background screening services.

The detailed Fee Proposal, including all applicable rates for screening services and hourly rates for additional work, is provided separately in accordance with the RFP requirements.

Pricing Approach
Thuro’s pricing model is designed to provide flexibility and clarity, allowing the City to efficiently manage screening costs based on actual service usage. Pricing is structured to:
• Reflect individual screening components and service categories • Allow for scalable use based on hiring volume
• Maintain consistency across all screening activities
• Provide clear visibility into all associated costs
All pricing is structured on a per-service basis. When additional names, jurisdictions, or verification steps are required, they will be performed at the City’s direction and billed according to the applicable rates.

Certain record repositories - such as courts, motor vehicle agencies, educational institutions, licensing authorities, or other government entities - require mandatory access or verification fees that are outside the control of any screening provider. These fees are not service charges assessed by Thuro and will be passed through to the City at cost, with no markup, and fully itemized on each report or invoice, including the exact amount, the source of the fee, and the purpose of the charge, ensuring complete transparency. 24 Cost Transparency
All pricing submitted by Thuro is:
• Fully inclusive of standard service delivery, including system access, reporting, and customer support
• Structured to avoid hidden or variable administrative fees • Clearly defined for ease of evaluation and comparison Thuro is committed to providing cost-effective services while maintaining the high standards of accuracy, compliance, and timeliness required by the City.

Additional Work
Thuro’s pricing model is structured on a per-service basis rather than hourly billing.

Accordingly, services outside the standard scope - such as additional jurisdictions, expanded searches, or specialized verifications - are treated as discrete service components and provided upon request.

Should the City require services that are not defined within the standard or optional pricing structure, Thuro will provide a quoted rate for such services prior to performance. Thuro does not utilize hourly billing for investigative services; however, equivalent pricing for additional work is provided through defined service-based rates to ensure transparency and cost predictability.

International background screening services are available, where applicable, and will be provided and priced separately upon request.

Pricing Validity
All pricing provided in response to this RFP will remain valid for the period specified by the City and is subject to the terms and conditions outlined in the solicitation documents. 25 9. Insurance
