Background
The Modernization of Older Californians Act/Nutrition Services (MOCA) grant offers mutually beneficial intergenerational activities to promote greater understanding and respect between generations through activities, excursions, and events. It strengthens older adults’ recovery and resilience from the isolation and health impacts from the COVID-19 pandemic, by bringing participants of the Older Californians Nutrition Program (OCNP) together with children and adults. The City of San Bernardino provides a senior nutrition program for adults 60 years of age and older, offering lunch meals Monday through Friday, year-round, and serving more than 65,000 meals annually to an average of 266 individual clients across six (6) nutrition sites. These sites include 5th Street Senior Center, Perris Hill Senior Center, Hernandez Community Center, Lytle Creek Community Center, New Hope Family Life Center, and Highland Senior Center. The Older Californian Nutrition Program (formerly the Senior Nutrition Program) is supported by funding received from the San Bernardino County Department of Aging and Adult Services – Public Guardian (DAAS-PG).
Discussion
The City originally applied for and received the Modernization of Older Californians Act – Nutrition Services Grant from the County of San Bernardino. The original grant award of $99,900 provided funding for intergenerational activities and nutrition program infrastructure improvements. Amendment No. 1 subsequently provided an additional $90,000, increasing the total contract amount to $189,900 and extending the contract through September 30, 2026.
The programs also offer individuals an opportunity to socialize with others while promoting health and well-being through nutrition. Additionally, the program aims to reduce social isolation for seniors, with efforts related to planning, development, and implementation of activities and programs that bring participants of the Older Californians Nutrition Program together with children, teens, or adults.
Of the original $99,900 grant allocation, the City expended $17,016.55 on eligible intergenerational programming and program equipment, leaving $82,883.45 unexpended. The original funding supported the first year of activities described below, as well as the purchase of a commercial refrigerator, a stove for Hernandez Community Center, and two power washers.
During the first year of intergenerational programming, from September 2024 through September 2025, the City recorded 2,018 participants ranging in age from infancy to over 100 years old. Of those participants, 987 were ages 0–59 and 1,031 were ages 60 and older. Programming at four community centers and two senior centers included art, cooking, technology, gardening, swimming, and social activities designed to bring generations together.
Activities included Paint & Pastries (385 participants), Eats, Treats & Healthy Drinks (402), Smart, Play, Social (104), a Frozen intergenerational experience (100), Ice Cream Socials (332), and Luau Family Swim Night (88). The Grandparents’ Day Celebration had 536 registered participants and drew more than 1,000 community members. Growing Together gardening activities were offered on a walk-in basis; individual participation was not tracked. These results demonstrate community participation across age groups and support continuing intergenerational activities through the amended grant term.
On July 9, 2026, the San Bernardino County Department of Aging and Adult Services – Public Guardian transmitted Amendment No. 2 to Contract No. 24-992 to the City of San Bernardino for review and approval. Amendment No. 2 provides an additional $90,000, increasing the total Not-to-Exceed contract amount from $189,900 to $279,900, and extends the contract term through September 30, 2027. Proposed intergenerational activities may include a Grandparent’s Day Celebration, Eats/Treats/Healthy Drinks all-age cooking classes, Paint, Projects & Pastries, Arts & Crafts, Cultural events, gardening programs, Ice Cream Social, Summer festivities, holiday events and programs. These activities will take place at both the 5th Street and Perris Hill Senior Centers and other community centers and local venues.
Staff recommends acceptance and approval of Amendment No. 2 to Contract No. 24- 992, which provides an additional $90,000 and increases the total Not-to-Exceed contract amount to $279,900. The additional funding will support eligible grant-funded activities in accordance with the County-authorized budget and contract requirements through September 30, 2027. Any purchases made using grant funds will be completed in accordance with the City of San Bernardino's applicable procurement policies and procedures. There is no City match requirement associated with this grant award. 2021-2025 Strategic Targets and Goals
This proposal aligns with Goal No. 1: Financial Stability by securing a long-term revenue source and creating a framework for spending decisions, Goal No. 2:
Focused, Aligned Leadership and Unified Community by developing and implementing a community engagement plan, and Goal No. 3: Improved Quality of Life by providing intergenerational activities that bring participants of the Older Californians Nutrition Program (OCNP) together with children or adults and capacity and infrastructure improvements for the OCNP.
Fiscal Impact
The MOCA/Nutrition Services Grant contract term is October 22, 2024 through September 30, 2027. Amendment No. 2 provides an additional $90,000, increasing the total Not-to-Exceed contract amount from $189,900 to $279,900. The City will appropriate the additional $90,000 in FY 2026/27 and expend it in accordance with the County-authorized budget and contract requirements through September 30, 2027.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2026-166:
1. Authorizing the City Manager or designee to accept and approve Amendment No. 2 to Contract No. 24-992 with the San Bernardino County Department of Aging and Adult Services – Public Guardian for the Modernization of Older Californians Act (MOCA)/Nutrition Services Grant, providing an additional $90,000 and increasing the total Not-toExceed contract amount from $189,900 to $279,900, and extending the contract term through September 30, 2027; and
