City Manager's Comments
The City Manager recommends City Council approval.
Executive Summary
The item requests Council approval of Amendment No. 1 to the Agreement with Euna Solutions, Inc. to extend the grants management SaaS through September 14, 2028.
The initial agreement term was exercised under the City Manager’s signing threshold in September 2025, and procurement through an exempt purchase justification. The platform supports the City’s grant administration throughout the grant lifecycle.
Background
The City administers and participates in federal, state, regional, and local grant programs that provide funding for municipal programs, services, and capital projects.
Grant administration involves multiple activities throughout the grant lifecycle, including identifying funding opportunities, preparing applications, managing awards, monitoring expenditures and performance requirements, submitting required reports, and maintaining records for compliance and audit purposes.
Prior to implementation of a centralized grants management platform, grant-related information and activities were managed through a combination of departmental processes, spreadsheets, shared files, email, and other systems. As the City's grant portfolio and administrative requirements have evolved, staff identified a need for a centralized solution capable of providing greater visibility and consistency across departments.
Euna Solutions, Inc. provides a cloud-based grants management platform designed to support public-sector organizations in administering grants throughout the grant lifecycle. The platform provides functionality for managing grant opportunities and applications, tracking awards, monitoring compliance and reporting requirements, organizing documentation, and providing reporting and management visibility.
In September 2025, The City selected Euna Solutions, Inc. through an exempt purchase justification, and entered into agreement with Euna Solutions, Inc. for an initial term ending on September 14, 2026, and for an amount not to exceed $92,150, inclusive of $21,900 in one-time start-up fees. The original Order Form included a multiyear billing table with 2 optional renewal years, through September 14, 2028; however, the original agreement’s term and compensation were limited to Year 1 only and did not oblige either party beyond that initial period. This amendment formalizes the multiyear extension and establishes a binding two-year not-to-exceed amount for a total amount of $243,363.13.

Discussion
Staff recommends exercising option years 1 and 2 to continue the City’s use of the Euna grants management SaaS platform.
The platform provides a centralized location for grant-related information and activities and supports departments throughout the grant lifecycle. Continued use will allow the City to build upon the implementation and processes established during Year
1. Exercising the option years will also provide continuity for grant records, workflows, user access, reporting, and other system configurations established during the initial period of use.
Operational Benefits
Continued use of the platform is expected to support:
• Centralized tracking of grant opportunities, applications, and awards; • Improved visibility into grant deadlines and reporting requirements; • Standardized grant-management processes across City departments; • Centralized organization and retention of grant-related documentation; • Improved coordination among departments involved in grant administration; • Enhanced reporting and management visibility into the City's grant portfolio; and • More consistent monitoring of grant requirements throughout the grant lifecycle.
During Option Years 1 and 2, staff plans to expand implementation of the Euna Solutions grants management platform on a citywide basis. Following the initial implementation and use of the system, staff will work with departments to identify applicable grant-management processes, establish standardized workflows and reporting requirements, migrate or incorporate relevant grant information, and provide user training and technical support. The phased citywide implementation will prioritize departments and grant programs based on operational needs and grant activity, with the goal of establishing a consistent, centralized approach to grant opportunity tracking, application management, award administration, compliance monitoring, reporting, and document management. Citywide implementation is expected to improve visibility in the City's overall grant portfolio, enhance coordination among departments, and provide management with more comprehensive information to support oversight and decision-making.
Upon Council approval, Finance will process the current fiscal year’s invoice, which was held pending formalization of this amendment and resolution of outstanding Year 1 deliverables.
Strategic Goals and Priorities
Approval of the Professional Services Agreement with Euna Solutions, Inc. aligns with Goal 1. Improved Operational and Financial Capacity.
Fiscal Impact
The cumulative General Fund impact of this agreement is $243,363.13 over the threeyear term. Sufficient budget exists in the Fiscal Year 2026/27 operating budget to support this amendment.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:
1. Adopt Resolution No. 2026-173 for Amendment No. 1 to renew and extend the agreement with Euna Solutions, Inc. for a Grants Management Software Service (SaaS) through September 14, 2028, for a total not-to-exceed of $243,363.13; and
