Date: October 21, 2026
To: Honorable Mayor and City Council Members
From: Telicia Lopez, City Clerk
Department: City Clerk
Subject: Approval of Various Mayor and City Council Meeting Minutes
Recommendation:

It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the meeting minutes for the following dates:

1. April 15, 2021 Draft Special Meeting Minutes

2. June 15, 2021 Draft Special Meeting Minutes

3. September 2, 2026 Draft Regular Meeting Minutes
Background
Beginning in 2020, the City Clerk’s Office experienced increased workload demands while operating with limited staffing. At that time, the Office consisted of the City Clerk and one Office Specialist. The increased frequency of special meetings and transition to virtual Zoom meetings contributed to the development of a backlog in Mayor and City Council meeting minutes.

Staffing increased to six employees toward the end of 2021; however, the backlog had already developed and became increasingly difficult to address. During 2021–2022, the City Clerk’s Office was also responsible for coordinating 21 meetings related to the City’s redistricting process, in addition to implementing a new agenda management system and supporting the Primary and General Elections. The office also experienced two staff members on maternity leave at different times during 2022, further affecting available staffing capacity.

As of April 2025, there were 79 sets of outstanding Mayor and City Council meeting minutes dating from 2020 through 2024. Through continued efforts, meeting minutes for 2022 through 2026 are now current, and the remaining backlog has been reduced to 14 sets of Mayor and City Council meeting minutes.

The City Clerk’s Office will continue prioritizing completion of the remaining backlog while maintaining current meeting minutes on a timely basis.
