The Library Board approved the Library Director being moved to the Executive Group Range. The City Manager recommends approval.
Executive Summary
The goal of this item is to address the inequity in compensation and benefits between the Library Director classification and the other City department head classifications.
Background
The Executive Compensation and Benefits Plan was initially adopted on March 16, 2022. At the time, all department head classifications were included, with the exception of the Library Director.
The Executive Compensation and Benefits Plan was repealed and replaced with Resolution No. 2026-001, which also did not include the Library Director.
Discussion
Because the Library Director classification was not included in the Executive Compensation and Benefits Plan, the classification has experienced inequity in comparison to other department head classification in terms of salary and benefits.
The purpose of this item is to reassign this classification to the appropriate employee group (Executive), address salary inequity, and realign all other benefits as applicable with the Executive Group.
This item was presented to the Library Board of Trustees along with an employment agreement with the incumbent on Tuesday, October 13, 2026 for approval pending ratification by the Mayor and City Council and was approved unanimously.
Approval by Mayor and City Council would amend the Library Director’s salary and benefits as follows:
• Annual salary of $17,254.06 (15% increase);
• 1.75% Cost of Living Adjustment (COLA) effective the first full pay period following January 1, 2027;
• Life and AD&D in the amount of one time annual salary; • 80 hours Administrative Leave each fiscal year with a maximum carry over of 20 hours;
• Vacation leave at a rate of 7.6923 hours per pay period; • Executive leave accrued at a rate of 8.46 hours per pay period with a maximum accrual of 880 hours, and an annual sell-back provision of 110 hours; • Department Head Allowance of $50 monthly; and
• Six (6) month severance for termination without cause provided the Executive is willing and able to perform the duties set forth in their Job Classification.
Strategic Goals and Priorities
Approving compensation and benefits adjustment for the Library Director classification aligns with the City’s Strategic Goals and Objectives: Become an Organization of Excellence by addressing internal compensation inequity and maintaining a positive culture and environment..
Fiscal Impact
The fiscal impact of adjusting the compensation and benefits of the Library Director classification is $29,778.73.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2026-174 approving:
1. Compensation and Benefits Adjustment for the Library Director from Management Range 635 ($12,166.76 – $14,787.60/monthly) to Executive Group Range 660 ($14,195.44 – $17,254.06/monthly); and
2. Amending the Citywide Salary Schedule for Full-Time, Part-Time, Temporary, and Seasonal Employees effective 10/21/26.
