Executive Summary
Finance & Management Services requests the Mayor and City Council to review and file department to department administrative budget transfers made from April 1, 2026, through June 30, 2026.
Background
On May 4, 2022, the Mayor and City Council adopted Ordinance No. MC-1568 which amended Section 3.05.010 in the Municipal Code regarding budget transfers. Specifically, the amendment to the ordinance nullified the not-to-exceed amount of $25,000 per budget transfer; authorized the Director of Finance & Management Services to approve budget transfers within a department’s personnel budget into their operating budget; authorized the Director of Finance & Management Services to approve department to department budget transfers; established that budget transfers will not increase or decrease a department’s approved budget, nor will it increase or decrease the approved fund budget without council approval; and stated that any cumulative amount of more than $5,000 transferred between departments in a 12-month period must be reported to the Mayor and City Council during the regular Quarterly Report.
Discussion
Budget transfers are requests received by Finance & Management Services from departments to move funds from one account to another after the adoption of the original budget. Transfers occur when a department needs to correct its originally adopted budget or move funds to accommodate a change in the department’s planned expenditures.
When processing budget transfers, Finance & Management Services verifies that the transfer properly allocates resources based on the strategic objectives and goals set forth by the Mayor and City Council and reflects the priorities of the community.
The table below provides a list of the administrative transfers that have been processed.
The transfer of $10,000 from the Public Works Department to the Operations & Maintenance Department was to provide additional funding to support the Homeless Encampment Division’s ongoing cleanup efforts. These funds were used to purchase essential tools, equipment, and materials - including gloves, safety vests, trash bags, and other supplies required to safely conduct homeless encampment cleanups - as well as to cover equipment rental costs necessary for debris removal and site restoration. The transfer of funds aided the department’s ability to efficiently respond to encampment cleanup requests and maintain safe, clean public spaces within the City.
The transfers of $189,750 within the Measure S Fund and $569,250 within the Local Grants Fund from Operations & Maintenance to Capital Improvement Projects reflected a reassignment of budget within each respective fund to align with the scope of the Newmark Park Project. Since the project had been determined to be a Capital Improvement Project, the associated expenditures were budgeted, recorded, and tracked Date of

within the Capital Improvement Projects budget. Aligning the funding with the appropriate project budget improved budget accuracy, transparency, project oversight, and consistency with the City’s capital budgeting practices.
The transfer of $998,787.09 from the Public Works Department to Capital Improvement Projects aligned the budget for the San Manuel Lytle Creek Park Grant with the appropriate department responsible for managing the project. The San Manuel Lytle Creek Park project had been identified as a capital improvement project; therefore, the associated expenditures were budgeted, recorded, and tracked within the Capital Improvement Projects Budget to ensure transparency, accurate financial reporting, and consistency with the City’s capital budgeting practices.
The transfer of $14,880.98 within the American Rescue Plan Act (ARPA) Fund from the Information Technology Department to the City Manager’s Office provided funding to cover personnel costs for positions directly involved in the implementation of the City’s new Enterprise Resource Planning (ERP) system. The transfer aligned ERP project funding with the department where the related personnel expenditures were incurred.
