1. CALL TO ORDER
The meeting was called to order at 5:01 p.m.
2. ROLL CALL
Councilmembers Hamilton, Medina, Salazar, Vice Mayor Mason and Mayor R. Medina were all present.
3. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA
No members of the public wished to address the City Council during Public Comment.
4. CONDUCT OF BUSINESS
a. Adopt Resolution Approving FY2022-23 Service Level Enhancements .
City Manager Grogan presented an overview of the item to the City Council and answered questions.
Finance Director Sun presented the item to the City Counci l and answered questions .
Fire Chief Delay presented his portion of the item to the Council and answered questions.
Community Services Director Mottola presented her portion of the item to the City Council and answered questions .
Community & Economic Development Director Wu presented her portion of the item to the City Council and answered questions.
Police Chief Johansen presented his portion of the item to the City Council and answered questions.
Public Works Director Lee presented his portion of the item to City Council and answered questions.
CityNet & IT Director Krishnamurthy presented his portion of the item to the City Council and answered questions.

M/S Hamilton/Medina to approve the One-Time General Fund Enhancements Request excluding the Building Division enhancement requests . The motion passed unanimous ly.
M/S Medina/Salazar to approve by a separate vote the One-Time General Fund Enhancements Request, Building Division portion. The motion passed by a majority vote of 4-1 with Vice Mayor Mason voting no.
M/S Salazar/Medina to approve the On-Going General Fund Enhancements Request. The motion passed unanimously .
M/S Hamilton/Medina to approve the On-Going Impact Neutral General Fund Enhancements Request. The motion was passed unanimously .
City Council - Special Meeting Minutes
July 13, 2022
M/S Hamilton/Medina to approve the General Fund Enhancements Request, City Manager 's Office (CMO) portion . The motion passed by a majority vote of 3-2 with Councilmember Salazar and Mayor R. Medina voting no.
M/S Hamilton/Medina to approve the Enterprise Fund Enhancements Request. The motion passed unanimously .
M/S Medina/Hamilton to approve the Internal Service Fund Enhancements Request. The motion was passed unanimously.
M/S Mayor R. Medina/Medina to approve the On-Going General Fund Enhancement Request unfreezing a second Police Officer position, to be funded from the General Fund.
The motion passed by a majority vote of 3-2 with Councilmember Salazar and Vice Mayor Mason voting no.
The City Council Meeting Recessed at 8:28 p.m. and Returned at 8:33 p.m. b. Adopt Resolution Authorizing the City Manager to Authorize an Agreement with West Coast Code Consultants for Building Inspection Services in the Amount of $250,000.
Community & Economic Development Management Analyst Mehta presented the item to the City Council and answered questions.
Community & Economic Development Director Wu also answered questions.
City Manager Grogan also answered questions.

M/S Salazar/Hamilton to approve the resolution. The motion passed by a majority vote of 4-1 with Vice Mayor Mason voting no.
c. Adopt a Resolution Authorizing the City Manager to Execute a Contract Amendment with David J. Powers & Associates, Inc., in the Amount Not to Exceed $138,850 for Services Related to Preparing Necessary Environmental Review for the Housing Element Update.

M/S Hamilton/Salazar to approve the resolution. The motion passed unanimously .
5. ADJOURNMENT
This meeting adjourned at 9:00 p.m. The next Regular City Council Meeting will be held on Tuesday, July 26, 2022 at 7:00 p.m.
