Subject: requesting red curb to be painted
TO SAN BRUNO CITY COUNCIL,
I am requesting during the October 4, 2022 meeting that the 5 foot curb be painted red in front of 156 Oxford Lane San Bruno.
The request is due to EGRESS, there is a tenant who blocks the entrance to 156, he/she parks east I had a friend (has a walking disability) that wanted to enter our property and could not do so due to some tenant or visitor that blocked the entrance.
FYI,

I was told I could send written contributions to this email prior to the city council meeting scheduled for tomorrow night.
I have attached a petition I started to circulate yesterday on Darby and Oxford. I would have started it earlier, but | just received word of tomorrow's meeting, Friday. While I was only able to make contact with less than 1/4th of the units, everyone I did reach signed my petition (58 persons, representing 38 homes). I know, given more time, every resident would sign my petition.
Thanks,
Mike Gutierrez
1 Petition Opposing the TPSC Recommendation to Alter
Parking on Darby Place and Oxford Lane
This petition is intended to express the disapproval by the HOA, tenants, residents and owners of Darby Place and Oxford Lane of the proposed changes by the TPSC to the parking on Darby Place and Oxford Lane. Parking in our area is scarce, and the creation of fire lanes that would prevent residents from parking in front of their own properties, which would include blocking their own driveways, would be extremely punitive and ultimately eliminate over 40 spaces currently being used for parking. Further, it is our contention that none of the problems expressed by residents of the Skyline Park areas are being addressed by this recommendation and that this recommendation will only exacerbate the parking issues in our area. As was reiterated by several attendees of the zoom TPSC meeting, 8/3, the specific issue we have is the refusal by the SB Police department to police inappropriate parking on our two streets. For over 50 years, residents have parked parallel to the street (perhaps blocking their own driveways; the SB Police department has specifically expressed that they do not cite this violation) without issue. Over that same time, provided a driveway was sufficiently deep enough, residents have parked their cars perpendicular to the street in their own driveways...again, without issue. Lately, residents with insufficiently deep driveways have parked their cars perpendicular to the street, allowing their cars to stick out past other parallel parked cars and obstruct the roadway. The police department will not differentiate between these cars and cars blocking their own driveways (as this, too, is technically illegal).
The current proposed changes do not address this problem and eliminate parallel parking on over 500' of our streets. Further, the TPSC recommendation attempts to instill roadway standards that were not used throughout San Bruno. On virtually every street in San Bruno, the width from curb to curb is 28', and cars are allowed to park on both sides of the street, leaving as little as 14' between parked cars. On Darby and Oxford, there is 36' from curb to curb, leaving 22' for cars to pass. Adding a fire lane would leave 29' of egress, which would far exceed the egress of some of the most traveled streets in San Bruno (San Bruno Ave., Sneath Lane, Jenevein Ave., Crestmoor Dr., and Crystal Springs Ave.).

TO SAN BRUNO CITY OFFICIALS.docx;
Jennifer, thank you for taking the time to talk to me today.
I am attaching my comments to be used as part of the meeting.
Sincerely,
TOM R. GARCIA
TO: HONORABLE CITY OFFICIALS OF SAN BRUNO
FROM: TOM R. GARCIA, 4-PLEX OWNER ON OXFORD LN. SAN BRUNO SUBJECT: PARKING ISSUES ABOUT OXFORD LN. AND DARBY PLACE, TO BE DISCUSSED AT A CITY HEARING ON 10/4/22 AT 6PM
DATED: 10/3/22
I am requesting the City to leave the parking issues of Oxford Ln. and Darby Place as they have been for the last approximate 57-years, under the control of the Association itself.
Recently about 3-owners in this 94-unit complex have pushed to have the city regulate parking on these 2-streets. The issues mainly have focused on a tenant parking 2-3 limosems on Association parking spots on Darby Place, and a tenant or owner parking a not-so-pretty old taxi on Oxford Ln. These issues would be best to be left in the hands of the Association.
The Association had an Open Meeting on 9/15/22. The meeting yielded more owners objecting to the City's plan on how to handle the parking issues than supporting the City's plan. Most felt that the parking issues should be handled internally versus by the Both owners and tenants are likely to lose more parking benefits than are to be gained by the City taking over parking on Oxford Ln. and Darby Place. The red stripping would make it illegal for owners and tenants to park in front of their properties. The changing of curb parking from being exclusively for Oxford Ln. and Darby Place owners and tenants, to all of the general public, including anyone who drives in before flying out of this area.
This will be a tremendous loss to owners and tenants, and may adversely affect the value of the properties to future buyers and tenants.
The streets of Oxford Ln. and Darby Place have been owned and managed by the Association for as long as I can remember (I purchased around 1978) and probably since 1965 per a map.
Furthermore, given that there isn't a full set of sidewalks on these 2-streets, the builders and the City probably never intended for the City to burdened by dis-agreements about parking.
The parking issues that some have raised can be handled by the association, and would be best to do so versus the City.
I respectably request that Oxford Ln. and Darby Place stay under the control of the Association.
PS, disclosure, I am on the Skyline Park HOA board, but I am expressing my concerns as an owner, not a board member.
Thank you for your consideration.
Tom R. Garcia
