• Is the True North contract a first-time agreement?
The True North contract is a first-time agreement for off-site plan review services. The City currently has an existing Agreement for Consultant Services with True North on an as-needed basis for services related to the position of Community Development Technician that is currently being recruited for and anticipates filling soon. Additionally, the City has a current agreement for building permit plan reviews for development projects on an on-demand basis providing over the counter (on-site) services at City offices.

Per staff report, the council had approved $3 million budgets for WC3, CSG, and 4LEAF, please provide invoices received from WC3, CSG, and 4LEAF for the last 6 months. What are the services we received from them.

WC3 provides on and off-site plan review, building inspection services, and on an as-needed basis for services related to the position of Community Development Technician (when there is a vacancy in the staff position).

CSG provides off-site plan review only.

The City currently does not utilize 4LEAF due to a lack of 4LEAF staff availability.

Invoices that have been processed and paid since July 1, 2022 are attached. • Per staff report, the expenditure budget for the agreements is fully recoverable by the collected plan review fees from permit applicants, is the staff also referring to the 1 million budgets allocated for WC3 recoverable fees for plan review?
Once the new agreements are executed, both existing $1,000,000 agreements will be terminated. As noted in the staff report for this item, "Historically, the off-site plan review service costs were deposited into and then paid from the revenue account. However, to align with the local government accounting principles, a budget amendment was approved by the City Council on November 8, 2022 to establish separate expenditure and revenue accounts for these services" (pg. 2 of the staff report). As such, going forward, the prior agreements will be terminated and the City will utilize the new agreements for the services defined within the stafi report. In short, this action is simply implementing the prior City Council approved budget amendment for such services.
• When is the new agreement for WC3 and True North start and end? The new agreements would start upon execution of the contract, if approved by the City Council, and would end on June 30, 2023 unless an amendment is authorized by the City Council.

The City is currently only utilizing CSG, True North and WC3 for building services.

The City does not have software currently that can generate inspection survey results.

Inspection records can be provided for individual permits if requested. • What are the "other current development projects" listed on page 2, paragraph 2, sentence 1? These projects include:
• City Lots 7&8 at The Crossings Development
• Development of a new car dealership
• 732-740 El Camino Real
• Six-story, residential building with 136 rental units • 750 El Camino Real

• 300 El Camino Real
Reuse of the former Salvation Army retail facility into a pre-school • 500 Sylvan Avenue

• Can staff provide examples of a plan review and detail the cost/fee breakdown? Please explain the basis of the plan check fee. How is it determined? How does the plan review firm charge for their services? Hourly?
Fees are based on the valuation of the project, the expected cost of labor and materials to complete the work. Plan check fees are 60% of the building, mechanical, electrical, and plumbing permit fees. The building permit fee is based on the table in the City of San Bruno Master Fee Schedule on page 3, and fixture counts for the mechanical, electrical, and plumbing permit fees.

The consultant is typically paid a percentage of the plan check fee (typically 65% but varies by consultant). The plan check fee covers 3 rounds of plan review. Should the application require more than 3 rounds of plan review, the applicant would then be charged hourly for each subsequent plan review.
• Based on the current "burn rate"
', how long are these budget amendments anticipated to last? If the current construction trend remains, the budgeted expenditures will last through the end of the current budget year in June 2023.
• The request for proposals was issued in March 2021. When it would be appropriate to schedule another round of request for proposals?
Generally, new requests should be done every 3-5 years. The City anticipates issuing new request for qualifications in late 2023 for the FY 2024-25 budget year. The process would take several months to publish requests for proposals, allowing for firms to prepare their proposals, reviewing and negotiate agreements.

With the foreseeable workload, would adding an "in-house plan checker" be analyzed for the 2022-23 budget?
There are many challenges in the public sector right now with finding qualified, experienced building permit plan reviewers. As part of the next budget process, the City will analyze the best method to provide timely, consistent, code-compliant permit review services to our community. • Are there any "over the counter" plan checks?
• What type of plan checks are typically provided "over the counter"? As part of the City Council's approved FY 2022-23 budget, funding was approved for building permit plan reviews for development projects on an on-demand basis provided over the counter (on-site) at City offices. The intent was to allow for small tenant improvements or residential projects that require only building division approval (those that do not require review by other 4 Responses to City Council Agenda Questions

divisions or departments) to set up an appointment to sit down with a plan reviewer to receive a permit the same day or provide on-the-spot plan review comments to address. It would also allow for an applicant to set up an appointment with the review firm to go over comments from previous reviews. The cost to the applicant would be the standard plan review fees but they would have an expedited experience. This service is planned to start soon. This is independent of tonight's agenda item.
• Will the new proposed plan review contracts replace the existing contracts? Do the amounts requested reflect the balance remaining on the existing contracts? These contracts would replace the current contract with WC3 for off-site plan review services through the end of the current fiscal year (June 30, 2023). The amounts do not reflect the balance remaining on the existing contracts as staff estimated the total expenditures for the remainder of the fiscal year as part of a budget amendment that was approved by the City Council on November 8, 2022 to establish separate expenditure and revenue accounts for these plan review services.

Item 7a - Public Hearing(s)
Is there a figure of the changes made to the project and the costs for that by the homeowner? No, the City does not have the homeowner's calculation of accrued costs. This is not information that the homeowner is required to submit for their application and the cost is not germane to the City's determinations on the project.
• What basis or structure do we (CC) have to make a determination to deny the project? At the Planning Commission, staff recommended approval of the project and the Planning Commission voted 5-1 to approve the project. However, the City Council may deny the project based on substantial evidence that the City Council cannot make the findings required to approve the project. Here, this might be finding that the project would unreasonably interfere with light and air on the neighboring property, located at 1251 Claremont Drive. As noted in the staff report, the project meets all of the objective standards.

If the City Council decides that it will not approve the project, the best course of action is to direct staff to return with a resolution that provides the basis for denying the project because in the event of a legal challenge, the resolution would provide a better record for a denial than findings made at the time of the hearing. The resolution can be approved at the following meeting on consent.

$59,289.00.
• Where would the money come from for extra crossing guards? Unknown at this time, likely the City's General Fund.
• How long has SB been providing crossing guards?
17 years.
• Can I please have an electronic copy of the spreadsheets in the appendices of the SRTS plan? The spreadsheet within the report was produced by the consultant. Staff does not have a copy of the original electronic file for the spreadsheet.
