CITY OF SAN BRUNO
DATE: February 17, 2023
TO: Honorable Mayor and Members of the City Council
FROM: Jovan D. Grogan, City Manager
PREPARED BY: Matthew Lee P.E., Public Works Director
SUBJECT: Adopt a Resolution:
• Authorizing the City Manager to Execute a Contract with C2R Engineering in the Amount of $250,000 to Complete Stormwater Drain Pipeline Repairs at Caltrans Property at the North West Corner of Skyline Boulevard and Sneath Lane;
• Appropriating Funds in the Amount of $250,000 from the General Fund Capital Reserve Fund; and,
• Approving a Total Project Budget in the Amount Not to Exceed $250,000
BACKGROUND:
The City’s stormwater system is aging. Many segments need to be replaced to prevent pipe failure that causes soil erosion, and sinkholes. Due to the systems age and insufficient funding to replace/repair the Stormwater System, it is deteriorating at a more rapid rate. The system was largely constructed before San Bruno’s growth as a City and most of the main branches of the system were constructed in the early 1900s. Substantial capital improvements to maintain the current Stormwater System has been urgently needed for some time to prevent private and public property damage due to failed pipe and storm events.
In late December 2022 and early January 2023, California began experiencing severe winter storms related to a series of atmospheric river systems causing record rainfall. In response to this storm event, the City activated the Emergency Operations Center (EOC) on Monday, January 3, 2023, to redeploy City resources and personnel to perform essential functions and ensure public safety by working to protect infrastructure. The City remains under a Local State of Emergency. While the major rain has stopped and the flooding has subsided, the City continues to proactively respond to infrastructure damage and plans to implement repairs as quickly as is feasible.
On January 6, 2023, this winter storm caused the City’s 54-inch stormwater drain pipeline to collapse and create a large sinkhole measuring approximately 24 feet by 16 feet at the Caltrans property at the north west corner of Sneath Lane and Skyline Boulevard. The failed pipeline is located within property owned by Caltrans and currently utilized as an off-site parking lot for Church of the Highlands. A temporary “band aid” repair was completed the night of the failure to prevent the sink hole from getting larger. However, the repair began to show signs of eminent Honorable Mayor and Members of the City Council

erosion of the sinkhole and additional caving of the sinkhole. The City rediscovered several blockages below and above the failure. There were significant concerns that the sinkhole would widen and/or affect other areas downstream if not repaired immediately.
On February 3, 2023, a more permanent repair began, consisting of the repair of approximately 220 linear feet of storm drain pipeline that had been identified as needing to be repaired by an earlier closed-circuit television (CCTV) crawler inspection camera. This emergency repair was authorized by the City’s Director of the EOC. The cost of this repair was estimated at $600,000 to be funded from the City’s General Fund Emergency Reserves. Pre-storm balance of this fund was approx. $2.8 million. The City will attempt to seek reimbursement from Federal/State disaster funds and insurance, however, if these efforts are unsuccessful, the cost must be borne by the City.
These repairs consist of:
• Pipeline replacement with 60-inch high density polyethylene pipe; • Pipeline installation and materials per Caltrans standard specifications; • Backfill material;
• Caltrans coordination;
• Bypass pumping
• Manhole installation; and
• Paving and concrete curb and gutter repair.
Replacement of the existing 54-inch storm drain pipeline required bypassing of runoff at an upstream location. On February 15, 2023, further analysis of the condition of the pipeline was completed with runoff no longer flowing within the existing storm drain. Based on that analysis, it was determined that an additional approximately 120 linear feet of 54-inch corrugated metal pipeline has fully corroded and is in need of immediate repairs. Given the condition of the pipeline, if left in place, could potentially cause another large sinkhole during the next heavy rain.
The recommended solution is to replace the 120 linear feet with 60-inch high density polyethylene pipe and backfilled with controlled density fill.
The pictures (Figure 1) below show representative photos of the condition of the additional 120 linear feet of pipeline that is recommended to be replaced. Large void space has been observed between each of the ribs on the corrugated metal pipeline.

DISCUSSION:
While repairs of the initial 220 linear feet of storm drain pipeline are continuing to be performed under the current Local State of Emergency related to the winter storms, further emergency repairs are necessary on approximately 120 additional linear feet of corrugated metal pipe. The corrugated metal pipe has fully corroded along that storm drain alignment and staff is proposing to replace the corroded pipe with durable high density polyethylene pipe.
Under normal non-emergency conditions, a project of this size would require public bidding. Due to the extent of the failure along the storm drain pipeline and high possibility of additional storm drain collapse and formation of sinkholes, staff determined that it would be prudent to waive public bidding process for this emergency repair. This action is allowed under emergency authority San Bruno Municipal Code section 2.44.120(A) and the California Public Contract Code Section 20168, which authorizes the City Manager to take such action in an emergency.
California State law and the Municipal Code requires that when the City Manager waives the bidding requirements due to an emergency, the City Council may ratify the action by a 4/5th vote,
Honorable Mayor and Members of the City Council
February 17, 2023
which declares the existence of the emergency and need for the repair, waives the informal bidding process, and ratifies the execution of the contract for the amount of $250,000. C2R Engineering is the contractor utilized to make the repair as they are already mobilized on site to perform the work.
To complete the repair, City Council authorization is needed to both authorize and appropriate additional funding to perform the work. Deferring the repair to the pipe has a high probability of potential sinkholes in future storms.
Funding for stormwater operations and capital improvement projects is constrained and inadequate as the only dedicated funding is a stormwater assessment collected on the property tax bills, which generates total revenue of approximately $600,000 annually. Recent efforts to increase annual stormwater fees that failed at the ballot to gain majority approval from property owners for dedicated funding to repair and rehabilitate the City’s stormwater system. This is another real example of the problem with dilapidated infrastructure and years of insignificant funding to properly repair and maintain the system.
If authorized by the City Council, repairs are expected to be completed by the end of March 2023.
FISCAL IMPACT:
As of February 17, 2023, the General Fund Capital Reserve Fund’s balance is $7,706,352. This amount is sufficient to fund the estimated total project cost and allocation of approximately $250,000 which includes construction and construction contingency.
ENVIRONMENTAL IMPACT:
This project meets criteria set forth in State California Environmental Quality Act (CEQA) Guideline Section 15302 “Replacement or Reconstruction” since the project involves the replacement of existing facilities where the new storm drain pipeline will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. This project has no potential to cause a significant effect on the environment and therefore also qualifies for a Categorical Exemption pursuant to CEQA Guidelines Section 15061 (b) (3) “Review for Exemption.”
RECOMMENDATION:
Adopt a Resolution:
• Authorizing the City Manager to Execute a Contract with C2R Engineering in the Amount of $250,000 to Complete Stormwater Drain Pipeline Repairs at Caltrans Property at the North West Corner of Skyline Boulevard and Sneath Lane; • Appropriating Funds in the Amount of $250,000 from the General Fund Capital Reserve Fund; and,
• Approving a Total Project Budget in the Amount Not to Exceed $250,000
